Rolison, City <br /> � Attorney C. B. Currie, Senior Civil Engineer Melvin Moen, Fire Chief J. L. Lodi, Police <br /> Chief Stanley Wood, Police Captain William Faulstich, Water Superintendent H. Lisle <br /> � <br /> Winter, Assistant Water Superintendent Riehard Seemsl, Administrative Assistant Orrin E. <br /> V�endling, Assistant Building Inspector S. H. Kreiss, Engineering Associate Arthur Eskelin, <br /> Street &iaintenance Superintendent Doyle Chester and Park and Recreation Commissioner <br /> � <br /> Irving Gold. <br /> � MINUTES OF REGULAR MEETING OF April 19, 195�., were approved as mailed on motion of Council- <br /> man Spillers, seconded by Councilman Britschgi and carried. <br /> MAYOR HERKNER addresaed the council and audience and discussed his program of streamlining <br /> and speeding up the work of the City Council. He emphasized there was no intent of <br /> criticizm or reflection on any former program. <br /> MAYOR HERKNER ADDRESSED THE COUNCIL AND AUD:LENCE and discussed his program of streamlining and <br /> speeding up the work of the City Council. He emphasized there was no intent of criticizm <br /> or reflection on ariy former program. <br /> AGENDA: Short as possible. Chairma.n met with City Manager, Attorney and Clerk with the <br /> result that the present agenda was shortened, several items of an administrative nature <br /> turned over to City Manager for follow-up. <br /> �° CONDUCT OF MEETINCTS: Chairman will endeanor to conduct meetin�s in a Pair and impartial <br /> ,�,, manner. Every member of t he Council is entitled to speak wi�hout interruption. If <br /> chairman desires to speak on any subject, gavel will be passed to a Councilman on either <br /> side to preside until chairman completes his statement. Procedure will be in accordance <br /> with Roberts Rules of Order. <br /> REMARKS AND SUGGESTIONS, CITY COUNCILMEN AND HEADS OF DEPARTMENTS: Chairman will issue <br /> call half way through agenda and a11 members and department heads will be given oppor- <br /> tunity to speak. <br /> ADVISORY COMMITTEE: To take full advantage of the 26 years service of Councilman <br /> Britsch�i and Granger, these gen.tlemen are appointed to assist the chairman whenever <br /> requested to do so. <br /> DEPARTMENT .REPRESENTATION: ane member of each d epartment will be expected to attend all <br /> � <br /> meetings of the Council. <br /> ADMINISTRATIVE MATTERS: City Manager is the administrative head of the City charged with <br /> � <br /> proper administration of the City�s operations. Council may make suggestions regarding <br /> administrative matters. <br /> EXPEDITER: In order to pre'vent losing sight of departmental activities, committee reports <br /> � <br /> of investi�ations, etc. City Clerk is appointed expeditor to set up a system whereb� <br /> � each matter under consideration will automaticall�r eome up not later than four weeks. <br /> He will take necessary action to call these matters to the attention of the committees <br /> or department heads and will report only to the chairman. <br /> PRESS RELATIONS: Chairman and members of the Council appreciate the friendly attitude of <br /> the press. City Manager has been instructed to advise the press of all meetings and they <br /> will be welcome. Couneil will expect the press to be factual in every case. <br />
