All requests will be given <br /> full attention wi.th the understanding that the best interests of the entire City will <br /> always be uppermost. <br /> Mayor Herkner spoke of the disappointment of the City Council over the results of the <br /> recent bond election at which only 38� of the slectorate turned up at the polls. There was a decided lack of support of the civic groups of the City, how- <br /> ever, and he stated the hope that in future elections more people will vote to give <br /> the Couneil some idea of the thinking of the citizens. The improvements will not be <br /> � <br /> dropped; committees will be appointed to continue to work and the help of all civic <br /> groups will be solicited so that the City might continue to progress. Spillers and Granger. <br /> 1�PPOINTMENTS OF COMMISSIONERS: In view of the passage of the charter amendment at the <br /> recent election which wil.l place the appointments to commissions in the hands of the <br /> Council, City Manager requested the opinion of' the Council in the selection of inen or <br /> � <br /> women to fill the vacancies existing at the present time. A meeting was held with the <br /> 4�� <br /> City Manager and the matters were discussed f�zlly. The press was notified the follow- <br /> ing morning and the story appeared in the paper the following day. <br /> There was no intent to railroad the appointments through but in the interest of expedi- <br /> � <br /> ency and because the vacancies were xorking hardships, it was thought to the best <br /> interest of all concerned that the City Manager be given assistance in the selection ° '�' <br /> of appointees. His recommendations will be acted upon later in this meeting. <br /> MR. RALPH J. RICHEY, 1452 JEFFERSON AVENUE, APPEARED TO REQUEST A WATER CONNECTION in the <br /> Emerald Lake area. He had been informed of the Council� s policy in these matters by <br /> Water Superintendent Winter but asked for reconsideration. He called attention to the <br /> 2" water line passing his property and stated his opinion that there was ample water <br /> in the area. Mr. V�inter advised the line was installed at a property owners expense <br />
