He asked staff to <br /> prepare a conceptual document that sununarizes what had been discussed and indicates <br /> what staff recommends based upon this discussion, and bring it back to Council at a later <br /> - date. At that time Council could reach consensus on what should be included in staff's <br /> response to the State. <br /> MEMO 10/28/97 <br /> Mayor Hartnett called upon Housing Coordinator Jones-Thomas <br /> Housing Coordinator Jones-Thomas said that a mission statement was not required in a <br /> Housing Element, but the HHCC and staff believed it was important to include one. She <br /> discussed the process of its development and objectives, and said it would be a guideline <br /> for Council to use when making difficult housing decisions. Coordinator Jones-Thomas <br /> sununarized the previous, generic statement, and presented the new one designed by the <br /> Housing Element Subcommittee. <br /> Housing Coordinator Jones-Thomas highlighted the new, more specific statements <br /> addressing affordable housing, and proposing a housing sununit involving the Council, <br /> Planning Commission, Housing and Human Concerns Committee, Chamber of Commerce <br /> and CEO's of Redwood City businesses to explore needs and identify programs which <br /> would create home ownership opportlI1lities for moderate income persons. <br /> Kathleen Mahany, Housing and Human Concerns Committee mcmber, said that one of <br /> the reasons the mission statement was approved by the HHCC was that the recent CDBG <br /> - and Financial Services Assistance grant process highlighted the critical need for housing in <br /> Redwood City. She said the proposed mission statement had been approved by the <br /> Planning Commission. <br /> Vice Mayor Howard* said that the proposed mission statement took several meetings of <br /> hard work and brain storming by the subcommittee. She personally thanked Kathleen <br /> Mahany and Nick Watry for providing such a wonderful breakfast for the subcommittee at <br /> their meetings. She said that was what motivated them all to rise at such an early hour and <br /> get to work on the mission statement. "So I would like to thank her and Mr. Watry who is <br /> not here, but at least it will be in the minutes." <br /> MEMO 10/28/97 <br /> Mayor Hartnett called upon anyone in the audience who wished to address this issue. <br /> Judith Gaither, Executive director, Human Investment Project, Inc., applauded the work <br /> of the committee and recommended the "use of the resources of organizations who are <br /> currently providing housing services, such as HIP is doing." Ms. Gaither described HIP's <br /> Shared Housing Program which has been supported by Redwood City for many years, and <br /> which uses existing housing stock.
