James Avenue Construction Project. (304) <br /> REPORT: Engineering and Construction Manager Patterson, October 27, 1997 <br /> Engineering and Construction Manager Patterson presented the staff report which <br /> recommended accepting the bid from Interstate Grading and Paving of South San <br /> Francisco and approve the transfer of funds from the Pavement Management Program into <br /> the James A venue Construction Project account. Manager Patterson said this will be the <br /> first street in Redwood City that will use the traffic calming methods that are now being <br /> used throughout the country. He said it will be a very important street in the City to show <br /> what can be done in the future, and the City plans to do more such reconstruction projects. <br /> Manager Patterson described the steps involved in this project. He also advised that <br /> Interstate Grading and Paving had submitted the second lowest bid, but the company that <br /> submitted the lowest bid did not submit the appropriate documents as required by the <br /> specifications and bid documents, and they were disqualified from the bidding process. <br /> Manager Patterson advised that once the project is approved, the County will reimburse <br /> the City $100,000 because that street is used as a bus route for the schools. <br /> In response to Council questions, Manager Patterson said the new lights will be high <br /> pressure white sodium like the ones found throughout the Redwood Shores neighborhood. <br /> Mayor Hartnett called upon members of the audience who submitted speaker's cards. <br /> Christopher Albert, 2014 Market Street, Oakland, from Willie Electric Company, said <br /> that Interstate Grading and Paving was not the lowest bidder on this project, Willie <br /> Electric was. He said the project was bid twice and both times Willie Electric was the <br /> lowest bidder, and both times the City rejected its bid stating the bond documents were <br /> unacceptable. Mr. Albert said his company "was not given a fair shake with this project. <br /> We won the first time around fair and square".
