I . ., <br /> Mayor Hartnett said it was not Council policy to allow rebuttals and asked City Attorney <br /> Schricker if he had further comments. <br /> - City Attorney Schricker said, "In all fairness, the allegations of bias that have been made <br /> I take very seriously. I know the Council takes them very seriously. I want to assure the <br /> Council that we have spent a considerable amount of time, a disproportionate amount of <br /> time, both with the Company but also in doing the background information that is <br /> necessary. I would be concerned that Mr. Albert, with all due deference to your comment <br /> Mr. Mayor, I would be concemed if he felt that he was deprived of the opportunity to <br /> express his opinion." <br /> Mayor Hartnett called upon Mr. Albert. <br /> Christopher Albert discussed the issue of licensing, off shore companies being admitted <br /> to the State of California and his standby letter of credit. He said if his issuing company <br /> was fraudulent it should be prosecuted. He said he knows the insurance industry and what <br /> the City Attorney said was totally false. He asked that this situation be fully investigated, <br /> because there are other circumstances having to do with a company being admitted to the <br /> State, and those avenues have not been explored. <br /> In response to Mayor Hartnett's questions regarding any additional information Mr. <br /> Albert would like to submit at this time, Mr. Albert said their company had submitted <br /> everything to the City Attorney already. <br /> - City Attorney Schricker said, "I think there is great confusion, whether it is deliberate or <br /> unintentional, between the term 'authorized to do business in California' and 'licensed to <br /> do business in California.' We rely on the Office of the Insurance Commissioner to verify <br /> whether or not the particular company is licensed or admitted, as we say, to perform as a <br /> surety in California.
