<br /> RESOLUTION NO. 13226 ACCEPTING BID FOR THE JAMES AVENUE <br /> RECONSTRUCTION PROJECT; AUTHORIZING EXECUTION OF AGREEMENT FOR <br /> SAID WORK; AND DIRECTING RETURN OF SECURITY DEPOSITS (Interstate Grading <br /> and Paving, Inc. of South San Francisco); <br /> ADOPTED BY UNANIMOUS ROLL CALL VOTE OF COUNCIL MEMBERS <br /> PRESENT. <br /> -------------------------------------------------------------------------------------------------------------------------- <br /> C. Traffic mitigation agreement for the project which includes both the former Rohm-Haas <br /> property and the small parcel at the intersection of Spring and Chestnut, bounded by <br /> Woodside Road, Spring Street, Chestnut Street and Bay Road (Chestnut Bay LLC, the <br /> Nicholson Group). (304) <br /> REPORT: Planning and Redevelopment Agency Manager Church <br /> Manager Church presented the staff report and said this agreement is required as a <br /> consequence of Planning Commission action that requires the developer to have a traffic <br /> mitigation agreement with the City before the building permit is issued. The developer <br /> will pay the City approximately $509,000 as a traffic mitigation fee which the City will <br /> use to make specific improvements to Woodside Road between Highway 101 and <br /> Middlefield Road. The developer also agreed to participate to a limited degree in a future <br /> traffic assessment district or citywide impact fee within the next three years. Approval of <br /> this agreement would provide the City with about one third of the money to make the <br /> improvements, and agreements with other developers will provide the balance of the <br /> money needed. <br /> Councilman Ruskin suggested that this would be an excellent opportunity for the City to <br /> simultaneously landscape the medians. Manager Church said staff would certainly look <br /> at that when the plans are developed. <br /> Mayor Hartnett directed staff to include the entry feature nature of this project when it <br /> comes back to the Council for final approval. <br /> MEMO 10/28/97 <br /> Manager Church said pending Council's approval, staff will begin developing specific <br /> plans, which need to be submitted to CalTrans.
