Oral report by City staff on the possible effects of El Nino and the City's preparations. <br /> (704) <br /> Public Works Services Director Ingram said the purpose of the report was to assure the <br /> Council and citizens of Redwood City that staff is taking the possibility of problems in <br /> Redwood City caused by El Nino, very seriously, and are rigorously getting prepared. <br /> Director Ingram introduced Public works Services Supervisor Superintendent Adams, <br /> Utilities Specialists Rich Del Ben and Ron Gulielmone from the City's storm water <br /> maintenance program, Parks, Recreation and Community Services Superintendent Mike <br /> Gibbons on the EOC, and Senior Engineer Chu Chang from Engineering and Construction. <br /> Director Ingram said the weather forecasters do not agreed on whether we have already <br /> felt the effects ofEI Nino with our warm, dry spring and summer, the worst is yet to come, <br /> or anything in between. He said the assumption is it will be a wet winter and the City is <br /> preparing accordingly. <br /> Director Ingram said CSTI had come to the City and offered training on Emergency <br /> - Preparedness. He explained the new concept, Department Operating Centers (DOCS), <br /> which focuses on a less centralized response to emergencies, taking advantage of the <br /> expertise of individual departments. He said the EOC people met last week to review the <br /> procedures and operations, and to learn from Police and Fire on when and how to shift from <br /> business as usual to an emergency response readiness. He described what PG&E had <br /> learned from its experiences over the last few years. Director Ingram said, in the event of a <br /> major storm or worse, the Council would be kept up to date through the pagers they were <br /> issued from the EOC. <br /> Director Ingram said that after the election the EOC team would provide an update to the <br /> Council. He said that preparedness means that staff is doing their jobs and the systems are <br /> ready to perform at an optimal level; weather and tides are being tracked; there is <br /> cooperation with the County in preparing sand bags; more supplies are being kept in stock <br /> and all the are being checked more often; there are standby orders with contractors and <br /> suppliers; advising that if there is a major event, the City may want to use their equipment <br /> and put them to work. Director Ingram said staff defines flooding as inundation, primarily <br /> from creeks and the bay. That is distinguished from drainage problems which we hear <br /> about, where water does not move out of an area effectively, because of limitations of the <br /> system, grade changes, etc. He said flooding occurs in extremely high tides and rain events <br /> in the Friendly Acres area and the ABC streets at the base of Cordilleras Creek.
