Lori Burnett, a resident on Doris Court, spoke in favor of the appeal. She noted that <br /> there is one speed limit sign on Valota Road and the traffic and speeding issues will be <br /> compounded by adding more homes. <br /> M/S SeybertJlra to close the Public Hearing. Motion carried by voice vote with <br /> Council Member Pierce absent. <br /> Council Discussion <br /> A Council Member noted that the CEQA document was not challenged because it was <br /> prepared appropriately, but it does not necessarily mean there will be no impacts. <br /> There are pre-existing issues on whether there is one house there or five houses there <br /> and because that neighborhood has been impacted. He noted it is reasonable to be <br /> concerned about construction at 8 a.m. The road needs to be put in first and <br /> construction parking needs to be on-site. He noted that very little dust will be generated <br /> but air filters could be offered as part of mitigation. He asked for the City to look into <br /> what can be done from a Code Enforcement standpoint and Mr. Ekern concurred. <br /> Another Council Member spoke about issues in the neighborhood which are separate <br /> from the CEQA document. He talked about having staff look at options for how to <br /> alleviate traffic and speeding, such as striping. He asked the developer to take <br /> construction hours very seriously. <br /> Another Council Member agreed with the other Council Members and spoke in support <br /> of the project. She thanked the community for being engaged and present tonight. She <br /> acknowledged that the City needs to do better as a whole on Code Enforcement issues. <br /> She stated that the community has traffic issues but it also needs more housing, so this <br /> project is important. <br /> Vice Mayor Gee spoke about finding common ground and working together. Mayor <br /> Aguirre spoke in favor of the project and agreed with her fellow Council Members. She <br /> stated that developers need to bring projects to the community and work with the <br /> existing residents. She mentioned several benefits to the neighborhood that projects <br /> like this bring. <br /> Mr. Chamberlain stated that street improvement plans are back for comment. He stated <br /> that it took a year and a half to get the project funded and the tentative map was being <br /> addressed. <br /> Recommendation: <br /> 1.
