A Council Member stated that the goals of this ordinance are laudable and the targets <br /> seem reasonable. He asked how other cities are doing with those targets. <br /> Mr. Ekern stated he has not checked with other cities but San Jose has a 75 percent <br /> goal and they have been quite successful reaching towards that goal. He noted that 50 <br /> percent is a State requirement and many other San Mateo cities reach for 60 percent. <br /> One Council Member expressed his excitement for this ordinance. <br /> Vice Mayor Gee thanked Mr. Ekern for bringing this forward. He stated that 60 percent <br /> is doable and he has seen contractors voluntarily working on this, but this will formalize <br /> it and give the City credit. Another Council Member stated that it would be beneficial if <br /> this were publicized. Mr. Ekern stated that there is quite a bit of information to <br /> promulgate. <br /> Recommendation: <br /> Review and consider a draft ordinance regarding recycling and salvaging of <br /> construction and demolition debris. <br /> AN ORDINANCE OF THE CITY OF REDWOOD CITY ADDING ARTICLE <br /> XI "RECYCLING AND SALVAGING OF CONSTRUCTION AND <br /> DEMOLITION DEBRIS" TO CHAPTER 9 (BUILDINGS) OF THE CITY OF <br /> REDWOOD CITY MUNICIPAL CODE (this is not an introduction) <br /> Council consensus was to move forward with the ordinance and bring it back for <br /> introduction. MINUTE ORDER 13-196 <br /> 10. STUDY SESSION(S) <br /> A Downtown Parking Study (703) <br /> Recommendation: <br /> Receive presentation on the Downtown Parking Study and provide guidance <br /> to staff. <br /> Mr. Bill Ekern gave an overview of the timeline for the Downtown Parking Study <br /> (presentation on file). He stated that putting the parking into practice has changed it <br /> slightly from what it is on paper. He stated that they need to figure out how to recognize <br /> issues and where Staff should move now given what has happened. He spoke about <br /> the original concept of the City's pricing, hours of operation, and equipment, and how <br /> that might need to be adjusted because of the findings of this study. During the <br /> construction period, it is important to move the City's fleet vehicles out of the downtown <br /> and reduce permit parking. <br /> City Manager Bell spoke about how it's good that the downtown is thriving and creating <br /> parking demand.
