Staff also recommends including <br /> construction support and public outreach support services into the scope of contract. <br /> Based on the review process, staff recommends TJKM Transportation Consultants as <br /> the most qualified firm to complete the plans, specifications, and estimates for the <br /> proposed improvements. Because this is a request for professional services, the <br /> criteria for selection is not cost based and no cost proposals are requested from the <br /> submitting firms. After selecting the firm most appropriate to the project, staff then <br /> negotiates the final scope of work and the cost of that scope. If neither scope nor cost <br /> can be negotiated with the preferred firm, staff will negotiate with the second-ranked <br /> firm, or re-solicit proposals as necessary. <br /> ALTERNATIVES <br /> Council may select not to approve the proposed agreement with TJKM Transportation <br /> Consultants and direct staff to find alternative means of completing the work, or modify <br /> the scope of work, or select another consultant. <br /> FISCAL IMPACT <br /> To fund the $175,742 contract, $115,742 is proposed to be funded out of the Hudson <br /> Street Bicycle and Pedestrian Improvements Project account of the Gas Tax <br /> Construction Fund (263-83155) and $60,000 will come from the Pedestrian and Bicycle <br /> Program grant (264-83155). The City is obligated to provide at least 20% "matching" <br /> funds for this project, which equates to $133,160 for the entire project (minimum <br /> $15,000 for design phase and $118,160 for the construction phase). <br /> ENVIRONMENTAL REVIEW <br /> The actions associated with entering into this Agreement do not constitute a project <br /> pursuant to the California Environmental Quality Act (CEQA) guidelines. After the plans <br /> are 35 percent completed, staff will present the project design to the Planning Division <br /> for CEQA review.
