7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 28, 2014 <br /> SUBJECT <br /> Professional Services Agreement for the Hudson Street Bicycle and Pedestrian <br /> Improvements Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute a $175,742 agreement <br /> for design / civil engineering consulting services with TJKM Transportation Consultants <br /> for the Hudson Street Bicycle and Pedestrian Improvements Project. <br /> BACKGROUND <br /> The City applied for and was awarded a $532,640 grant from the San Mateo <br /> Transportation Authority (Measure A — Pedestrian and Bicycle Program) to design and <br /> construct bicycle and pedestrian improvements on Hudson Street between Whipple <br /> Avenue and Woodside Road, see Attachment 1 for a project location map. The <br /> purpose of the project is to construct roadway improvements that will increase bicycle <br /> and pedestrian safety and encourage students of the multiple schools along Hudson <br /> Street and the other schools in the area to walk and bike to school. Specific <br /> improvements identified in the preliminary design include corner bulb-outs (and <br /> associated drainage modifications as needed), ADA-compliant curb ramps, enhanced <br /> crosswalk markings, school signage, and signal modifications. To the extent the <br /> construction grant budget can accommodate, additional improvements such as sidewalk <br /> repairs, raised crosswalks, median islands, pedestrian lighting, and/or traffic-calming <br /> features may be incorporated into the final design. Due to project proximity and <br /> comparable work scope, as part of this project, staff recommends including a full <br /> upgrade of the traffic signal at the intersection of Jefferson Avenue and Hudson Street <br /> and a modification of the signal at the intersection of Woodside Road and Hess Street. <br /> ANALYSIS <br /> In September 2013, the City issued a request for proposals to all of the civil and <br /> transportation engineering design firms identified in the City's pre-qualified/pre-selected <br /> consultant list to prepare plans, specifications, and estimates. The City received seven <br /> proposal responses. On the basis of the evaluation criteria identified in the request for <br /> proposal, the City reviewed and ranked the proposals. Evaluation criteria used for <br /> ranking included: Qualifications, experience and commitment of the firm, project <br /> manager and team; project understanding, innovative approach and proposed scope of <br />
