8.B. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager April 28, 2014 SUBJECT Annual Action Plan for the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs — Fiscal Year 2014-2015 (FY14/15) RECOMMENDATION 1. Adopt a resolution to approve the fiscal year 2014-15 Annual Action Plan (Action Plan) and authorize the City Manager to execute and file documents related to the Action Plan for submittal to the U.S. Department of Housing and Urban Development (HUD). 2. By motion, authorize the City Manager to execute funding agreements with organizations identified in the Action Plan after FY14-15 HUD grant agreements for CDBG and HOME funds are received. BACKGROUND Consolidated Plan /Annual Action Plan The Consolidated Plan is a federal prerequisite for receiving various sources of entitlement funds from the U.S. Department of Housing and Urban Development (HUD). The term of the City's Consolidated Plan (Plan) is from July 1, 2010 to June 30, 2015. The Plan is made up of three components: 1. Community Profile and Market Needs Analysis: Describes the disproportionate needs of the community's low income and minority residents. 2. Five-Year Strategic Plan: Identifies quantitative performance outcomes the City will achieve using federal funding each year of the Plan to meet the community need. 3. One-Year Action Plan: For each of the five years, identifies how funds will be used annually to meet the quantitative goals. The Action Plan includes an executive summary (Attachment 2) and budget (Attachment 3) which identifies sources of funding, specific activities recommended for funding, and required narrative regarding the location of activities to be funded. ANALYSIS HUD estimates the City will receive $692,372 of CDBG and $241,324 of HOME entitlement funds for FY14/15. The Action Plan funding recommendations made by the
