8.B. - Page 2 <br /> Housing and Human Concerns Committee (HHCC) are for programs and activities that <br /> will meet the Consolidated Plan five year strategic planning performance outcomes and <br /> objectives. The funding recommendations for the Action Plan were based on the <br /> FY14/15 HUD grant allocations, an estimated $300,000 of FY14/15 CDBG program <br /> income from CDBG revolving loan funds (dedicated program income) and $739,557 <br /> carryover program income budgeted in FY13-14 for a total of $1,973,253 in federal <br /> revenue. <br /> Citizen Participation <br /> As a condition of receiving funds, the City is required to follow a "Citizens Participation <br /> Process" to develop the Action Plan. The process adopted by Council involves holding a <br /> number of public meetings and publishing the proposed use of funds for citizen <br /> comment before the Council gives final approval on the use of the funds. In addition to <br /> the City Council public hearing the process for the development, input, review, and <br /> recommendations that constitute the FY14/15 Action Plan is summarized as follows: <br /> • December 2013: The City issued a Notice of Funding Availability (NOFA) and a <br /> Request for Proposals (RFP) from organizations to carry out activities to meet <br /> needs and objectives identified in the Consolidated Plan. <br /> • January 8, 2014: A joint multijurisdictional technical assistance workshop was <br /> held to provide proposal development assistance to prospective applicants. <br /> • January 24, 2014: 27 Proposals were received for CDBG and HOME funding. <br /> • February 25, 2014: The HHCC held a meeting to hear agency/applicant <br /> presentations on proposals submitted for funding consideration. <br /> • March 6, 2014: The HHCC held a Public Hearing and recommended approval of <br /> funding for activities including statutory and administrative set-asides. <br /> • March 18, 2014: The Planning Commission reviewed the capital projects <br /> proposed in the Action Plan and determined they conform to the City's General <br /> Plan. <br /> • March 21, 2014: A Statement of Community Development Objectives and <br /> Proposed Use of Funds was published for a 30 day citizen comment period. <br /> • April 28, 2014: The City Council will conduct a Public Hearing to consider public <br /> comments related to HHCC and staff recommendations for adoption of the FY14- <br /> 15 Action Plan. <br /> • May 15, 2014: The City, contingent upon Council's authorization, will submit the <br /> fifth year Action Plan to HUD. <br /> ALTERNATIVES <br /> Council may choose to modify the HHCC recommendations for the FY14/15 Action <br /> Plan. <br /> FISCAL IMPACT <br /> Following timely submittal and HUD approval of the Action Plan, the City will receive an <br /> estimated $933,696.00 in CDBG and HOME entitlement funds for housing and <br /> community development activities for FY14/15. There is $300,000 expected to be <br /> received from principle and interest payments from revolving loans funds (dedicated <br />
