8.B. - Page 7 , a(/'-621A,-\\ CITY OF REDWOOD CITY Redwood EXECUTIVE SUMMARY 0'IvIIIU U IuuGunCaPIIHH1 IlIY ANNUAL ACTION PLAN FY2014-2015 CONSOLIDATED PLAN OBJECTIVES, PRIORITIES & PROPOSED USE OF FUNDS The City of Redwood City's 2014-2015 Annual Action Plan demonstrates a relationship between the 2010-2015 Consolidated Plan priorities and activities recommended for funding during the fifth and final year of the five year Plan. The major theme of the Consolidated Plan is "housing production and basic human needs". The proposed activities to be undertaken with CDBG and HOME funds reflect the City's strategy to target funds to programs that integrate a continuum of activities ranging from homeless assistance to economic development and the preservation and production of affordable housing. The target group to be assisted is households with incomes at or below 80% of the area median income for San Mateo County. All activities proposed for funding meet one or more of the City's Consolidated Plan priorities. The City has identified a number of programs that will be delivered under each priority. Funding recommendations for CDBG were based on statutory allowances of 20%for Administration, Planning and Fair Housing, 15%for Public Services, and targeted 10%for Non-Housing Community Development and Economic Development, and 50% for Affordable Housing activities. Funding recommendations for HOME were based on the statutory allowance of 10% for Administration, 15% set-aside for use by a Community Housing Development Organization (CHDO), and 75%for Affordable Housing activities.The City of Redwood City, in partnership with non- profit organizations and County agencies, will undertake numerous programs and activities to meet the five identified priorities of the Consolidated Plan and Annual Action Plan during fiscal year 2014-2015.
