9.A. - Page 3 <br /> consent of On Broadway Redwood City LLC and Century Theatres), as needed, <br /> and <br /> • set a range of acceptable rates ($20 -$125) for the parking permits and a <br /> procedure by which the rates are set. <br /> Under this structure, the City Manager could set the monthly permit rate for each <br /> parking facility, within the approved range, and according to current occupancy rates, <br /> the price of on-street parking, and priority user(s), at each facility individually. In general, <br /> parking permit rates at a facility would be increased when: <br /> • occupancy rate during the weekday midday (11a - 1p) exceeds 85%, and <br /> • all permits for the facility have been sold. <br /> The cost of a permit would not exceed the cost to park in nearby, on-street parking and <br /> the cost would not exceed $125/month without City Council approval. A proposed <br /> permit schedule is included as an attachment to this report. Ultimately, these changes <br /> will allow the city to be more responsive to parking dynamics. <br /> Staff recommends implementing immediately the following procedural changes to <br /> address ongoing permit parking issues: <br /> • Cease selling permits on a yearly basis to allow policy changes to permeate the <br /> system more quickly. <br /> • Cease the sale of parking permits at the Perry Street parking lot to prioritize <br /> those spaces for customers. <br /> • Cap the sale of monthly permits for the Main Street lot at 70 (54 were sold in <br /> February), maintain a waiting list, and sell permits on a first come, first served <br /> basis. This will provide space for employees, but enable the City to maintain <br /> space for visitors during peak times. <br /> • Cease selling new permits for the Marshall Street Garage and cap the sale of <br /> monthly permits at 300 (current sale is -540) to ensure that there is some <br /> parking availability for lunch-time visitors. Existing permit holders will be allowed <br /> to renew their permits; as permits are relinquished the total number of permits <br /> will be reduced over time. This will improve permit-holders' ability to find a <br /> parking space when they need it. <br /> • For the Marshall Garage, set the permit price at $60/month (currently $30) for <br /> Bronze permits (Monday - Friday, until 7p), $80/month for Silver (Monday-Friday, <br /> until midnight) permits (currently $35) and $100/month for Gold (every day until <br /> midnight) permits (currently $40), and maintain a waiting list. <br /> Staff recommends implementing these changes July 1, 2014. <br /> Increase "Core" Parking Price to $1.00/hour <br /> As directed by City Council, the proposed draft ordinance sets the hourly parking rate in <br /> the core to $1.00 and the hourly rate for the periphery at $.25. The rate increase will <br /> encourage turnover for high-demand parking spaces, making downtown parking more <br /> convenient, and encourage more people to park in the Jefferson Garage. <br />
