9.A. - Page 4 <br /> Due to State law (Vehicle Code §22508), the City is required to define each on-street <br /> meter area that has a distinct parking rate. As such, staff recommends amending the <br /> ordinance to define the two zones, to set the new rate, to set new maximum rates by <br /> zone, and to establish the criteria by which these rates are adjusted. <br /> The current Parking Ordinance regulates off-street and on-street parking meters <br /> equally. The proposed revisions would segregate the two so that on-street parking is <br /> regulated under Division 4 of the Parking Ordinance while off-street parking is regulated <br /> under Division 5 of the Parking Ordinance. <br /> As to the proposed Division 4 (On-Street Parking Meter Zones and Rates): <br /> • Current Code has 1 Downtown Meter Zone <br /> o The proposed revisions provide for 2 zones. <br /> • Downtown Meter Zone A (historically called the `periphery') <br /> • Downtown Meter Zone B (historically called the `core') <br /> • Current Code sets the rates for the outer area of the Downtown (new Downtown <br /> Meter Zone A) at $0.25 <br /> o There is no proposed change to this rate. <br /> • Current Code sets the rates for the Downtown core (new Downtown Meter Zone <br /> B) at $0.50 <br /> o The proposed revisions change the rate to $1.00. <br /> • Current Code allows the City Manager to periodically adjust the meter rates up or <br /> down in $0.25 intervals to achieve the target occupancy rate of 85% <br /> o The proposed revisions allow the City Manager to periodically adjust the <br /> rates up or down by $0.25 in the outer area of the Downtown (new Zone <br /> A) and by $0.50 in the Downtown core (new Zone B) <br /> o The proposed revisions also provide more detailed criteria for <br /> adjustments, however, the target occupancy rate continues to be 85% <br /> • Current Code provides a ceiling of $1.50 for such adjustments by the City <br /> Manager <br /> o The proposed revisions provide a range for such adjustments as follows: <br /> • Zone A — between $0.25 and $2.00 dollars per hour <br /> • Zone B — between $0.50 and $3.00 dollars per hour <br /> • Current Code provides periodic review at least annually and not more frequently <br /> than quarterly <br /> o The proposed revisions provide for such review at least once every two <br /> years (and not more frequently than quarterly) <br /> As to the proposed new Division 5 (Off-Street Public Parking Regulation, Rates and <br /> Perm its): <br /> • Current Code sets the rates and permitting requirements by ordinance <br /> o The proposed revisions provide the meter rates shall be established by <br /> resolution of the City Council <br /> o The proposed revisions also authorize the City Manager to manage <br /> off-street parking supply as needed, including adjustment of rates <br />
