9.A. - Page 7 <br /> Additional Public Parking <br /> As conceived of in the scope of the parking study, and consistent with Council direction <br /> to explore opportunities for new parking supply, CDM Smith worked with staff to <br /> evaluate potential sites to house a new parking structure. Although there has been <br /> discussion for years about placing a parking garage on the Main Street lot, staff chose <br /> to also explore opportunities that might be provided by other sites. After a review of <br /> downtown sites which considered the practicality of land acquisition, accessibility of the <br /> site to downtown attractions, effect of new traffic, potential users, and potential for joint- <br /> development, staff determined the best opportunities to be: <br /> • Main Street Lot — this city-owned lot could be developed into a multi-level parking <br /> structure independently or could be combined with the redevelopment of the <br /> adjacent properties between the lot and Jefferson Avenue. <br /> • Sequoia Station Parking Lot and SamTrans Bus Station — owned by the <br /> Peninsula Corridor Joint Powers Board, this site could be a jointly redeveloped <br /> as a multi-modal transportation hub to serve SamTrans, Caltrain and the parking <br /> needs of downtown businesses and visitors. <br /> The construction cost for these parking facilities is estimated at roughly $35,000 per <br /> parking space. Depending on the configuration — a Main Street garage with 425 to 600 <br /> spaces would cost between $15 and $21 million. At Sequoia Station, a garage of 480 to <br /> 615 spaces would cost between $15 and $22 million. Additional detail is available in the <br /> Parking Facility Screening Memorandum attachment. <br /> There is historical interest in building a garage on the City's Main Street lot given its <br /> central location and relatively good parking geometry. The difficulty of this site is the <br /> loss of public parking during the construction of any facility. The positives for this site <br /> include considerable private sector interest in developing a joint-use facility. <br /> Development of a parking structure on the SamTrans property would be equally as <br /> complicated as the Main Street lot, especially with the construction impacts of lost public <br /> spaces. This site could provide support for the retail and office uses along and near the <br /> 2600 block of Broadway, as well as support commercial development of other <br /> SamTrans property. Due to the involvement of another public agency, it would probably <br /> take longer to develop this property than the Main Street lot. <br /> In light of this information, staff recommends continued discussions with private <br /> developers to explore the potential for a joint-use parking facility on the Main Street <br /> parking lot. If this approach does not appear to be viable, staff recommends the <br /> issuance of a request for proposals for design services. Construction of a new facility in <br /> downtown would not be initiated prior to the completion of the Crossing 900 project and <br /> the opening of its parking to the public in the evening and on weekends. <br /> Updates on other items of interest <br /> The following outlines work completed and planned next steps in response to Council <br /> suggestions and recommendations: <br />
