9.A. - Page 8
• Relocate City employee parking from the Main Street and City Hall lots to the
rear of the Main Library parking lots.
o A portion of Lot B (the larger parking area along Jefferson Street) was
identified as the location for City staff parking and all employees were
notified of this location. The public is not prohibited from parking in that
designated area, but staff is discouraged from parking outside it.
• Improve how parking availability is communicated to users
o Staff designed and installed additional signage at the Marshall Street
Garage and next to the Jefferson Garage to raise awareness of the
Jefferson Garage and to encourage more daytime parkers to use it,
o Staff continues to promote the Parker app to downtown businesses and
visitors, and
o Funding was identified in the FY 14-15 Capital Improvement Program for
additional signage improvements,
• Upgrade parking meter technology
o Funding was identified in the FY 14-15 Capital Improvement Program to
upgrade the parking meters,
o Staff is planning to work closely with the Council, Parking Advisory
Committee, and public to solicit feedback on desired characteristics of
new parking meters that can inform the specifications for new meters.
o Staff will also provide opportunities for focus groups and interested parties
to try out meter technologies.
• Contact Walnut Creek to understand elements of their parking program that
might be appropriate to apply in Redwood City
o Staff spoke with the mayor and assistant city manager for Walnut Creek
about their parking program,
o Areas that Council may recommend staff explore further are:
• Allowing private property owners to charge for and enforce parking
restrictions on privately-owned parking lots,
• Connecting downtown businesses with the operator of Walnut
Creek's privately-owned parking lots.
Feedback from Parking Advisory Committee
The following highlights feedback received at the two initial meetings of the Parking
Advisory Committee. Members of the group include: Pamela Estes (Brick Monkey),
Eileen Kong (Kilroy/Hunter Storm), Eric Lochtefeld (Fox Theater), Angela Rezab (On
Broadway LLC), Hal Sawyer (Cinemark Theatres), Alexa Sol (Quinto Sol) and Ron
Susek (Redwood City Library Commissioner). Staff will meet with the Committee on a
quarterly basis, or as needed, to solicit input on the parking program.
Parking permits:
• Increasing permit prices will encourage businesses to only buy what they need
• Spaces are being leased privately for $100/month
Communication and signage:
• The push to get more people to the County Garage has been successful
• Parking signage could still be improved — especially at Caltrain's Perry Street lot
