7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 28, 2014 <br /> SUBJECT <br /> Amendment No. 3, in the amount of $200,000.00, to professional services agreement <br /> with CSG Consultants, Inc. for on-call engineering permit plan review and inspection <br /> services. <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 3 in <br /> the amount of $200,000.00 to the agreement with CSG Consultants, Inc. to provide on- <br /> call engineering permit plan review and inspection services for a total not-to-exceed an <br /> amount of $560,000.00. <br /> BACKGROUND <br /> Development activity within the City continues at a rapid pace. The pace of <br /> development outstripped staff's capacity to meet the needs and expectations of the <br /> development community during 2013. The projects continue to move from planning to <br /> engineering at no less a pace during the first quarter of 2014 and will continue to do so <br /> through this year. To maintain the quality of and responsiveness to the requests for <br /> development review, permits, and inspections the City relies on outside consultants to <br /> augment in-house staff and provide plan review and inspection services in the <br /> Engineering Division. <br /> On June 25, 2013 an agreement was executed with CSG Consultants, Inc. for on-call <br /> engineering services related to development review, permitting, and inspection in the <br /> amount of $60,000. Amendment No. 1 in the amount of $120,000.00 was approved by <br /> City Council on October 7, 2013. Amendment No. 2 in the amount of $180,000.00 was <br /> approved by City Council on January 15, 2014. As the potential need for outside <br /> resources for this service exists and is forecasted to continue throughout 2014, staff <br /> proposes Amendment No. 3 in the amount of $200,000.00 for a total agreement value <br /> of $560,000.00. There are two Assistant Engineering positions in the Development <br /> Services group that are in the process of being filled. The new staff should be in place <br /> by May and fully functioning in June. With a full complement of development staff, there <br /> will only be occasional need for third party plan review and inspection services. <br /> ANALYSIS <br /> In July 2013, staff issued a Request for Statement of Qualification for plan review and <br /> inspection services and received several responses. After evaluating the qualifications <br /> of those firms that responded, five were selected to be included on the pre-qualified list. <br />
