7.1.D. - Page 2
On October 15, 2013, a Request for Proposal (RFP) was issued to all five pre-qualified
consulting firms. CSG Consultants, Inc. was one of three firms to respond to the RFP.
Staff found CSG Consultants, Inc. qualified to augment existing engineering staff
resources and perform engineering plan review and inspection services. After
negotiations, staff recommended contracting with CSG Consultants, Inc. for
development related engineering services.
Amendment No 3 will provide uninterrupted staff augmentation services critical for large
development projects that require lengthy review and permitting process. Services will
be provided on an on-call basis where consultants will be requested to provide services
when need arises and paid for the time spent on providing the services. The City is not
obligated to engage the consultants for any specific amount of time.
ALTERNATIVES
The Council may choose not to approve the proposed amendment to agreement and
direct staff to seek proposals for the work from other consulting firms.
FISCAL IMPACT
The bulk of the work (approximately 90%) to be completed is eligible for cost-recovery
where permit applicants will pay for the services provided. Any work that is not billable
to specific projects, such as counter service, is funded from Sub-division Engineering
account of the General Fund (150-65122).
ENVIRONMENTAL REVIEW
Not a project under CEQA, as defined in CEQA Guidelines, Section 15378.
Z/0. `" /
M.
