<br /> within 20 days of acceptance of resignation; tenus would continue to be staggered, the lack <br /> of compelling reasons for original designation of 3-year tenus; the need for training which <br /> would begin with prospective members attending meetings and continue during the <br /> Orientation. <br /> Mayor Hartnett called on members of the audience who wished to speak to this issue. <br /> Pete Hughes, 18 Admiralty, Redwood City, said he and his wife have been members of <br /> Council appointed boards and commissions, and asked that Council insist that members <br /> take their jobs seriously, and that each group report back to the Council more frequently, on <br /> a semi-annual or quarterly basis. <br /> Ian Bain, 1405 Marshall, Vice Chair of the Redwood City Housing and Human Concerns <br /> Committee, thanked the Committee for its recommendations and for heeding the concerns <br /> of the Committee and agreeing to beginning/expiration dates of June l/May 31. Mr. Bain <br /> asked that descriptions of the City's boards, committees and commissions and the whole <br /> City Roster be posted on the City's Web site. <br /> Warren Dale, 1637 Carleton Court, Redwood City, expressed concerns regarding <br /> Alternate B, stating that the two or three Council Members on each of the several interview <br /> panels would hold more power than the Council as a whole. <br /> In response to Mr. Dale's question regarding applications, Mayor Hartnett advised that all <br /> applications are forwarded to every Council Member and will continue to be distributed in <br /> such a manner. <br /> Councilman Leipzig expressed support for Interview Session Alternative A. He said he <br /> did not support the recommendation regarding an alternate with voting rights, but if that <br /> recommendation was to prevail he believed "the members of the commission or committee <br /> (should) select their own alternate." Councilman Leipzig expressed support for <br /> encouraging applicants to attend board, committee and commission meetings as long as it <br /> was not a requirement, but saw no reason to limit the number of applications each person <br /> could submit. He said he didn't feel it would be necessary for the Council to receive <br /> feedback from current members of boards, committees and commissions. He expressed <br /> support for the proposed Orientation! Reception recommendation. <br /> Councilman Ruskin expressed his support for Interview Session Alternative A. <br /> Councilman Claire requested Council consideration of a requirement that all boards, <br /> committees and commissions elect their chairpersons from their membership, rather than <br /> having the Council member assigned to that board, committee or commission be its Chair. <br /> City Attorney Schricker said "most of the governing provisions of the committees do <br /> provide that they elect a member from their own membership as Chair." <br /> REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 DECEMBER 16, 1996 <br /> MINUTES Page No. 082 PAGE 8 <br />
