Section 74 of the City Charter authorizes the City to adopt alternate procedures
from those provided by state law for forming assessment districts to make and
enforce assessments against the property benefitted by improvements, and does
not prohibit the City from adopting alternate procedures to make and enforce
assessments against property benefitted by activities or services; and
7. The City of Redwood City contains many property owners who desire to establish
property-based assessment districts for the purpose of funding security, safety,
sanitation, beautification, marketing and other services that will benefit their
property; and
8.
