7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 12, 2014 <br /> SUBJECT <br /> Professional Services Agreement with Gilbane Building Company for Project <br /> Management services related to the replacement of synthetic turf and tennis court <br /> resurfacing at Red Morton Park <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the Professional <br /> Services Agreement with Gilbane Building Company for Project Management services <br /> related to the replacement of synthetic turf and tennis court resurfacing at Red Morton <br /> Park in an amount not to exceed $138,700. <br /> BACKGROUND <br /> The artificial turf fields at Red Morton Park need replacement. The fields were installed <br /> approximately eight years ago as part of a water conservation effort. Because they are <br /> so heavily and constantly used throughout the year, it is important to replace them <br /> before they create unsafe conditions for the users. Additionally, there are sub-surface <br /> problems with the Park that also need to be remedied as part of the turf replacement <br /> project. Finally, the tennis courts need complete resurfacing to remain safe and <br /> functional for the demand on their space. <br /> ANALYSIS <br /> To assist in the delivery of the improvements to Red Morton Park, a focused project <br /> management effort is needed. Staff solicited proposals from five project management <br /> firms believed to be most capable of providing management for a parks project (Level <br /> 10, Rudolph & Sletten, Vanir Construction Management, Kitchell, and Gilbane Building <br /> Company). Responses were received from Gilbane and Vanir. <br /> Gilbane Building Company has provided considerable project and construction <br /> management support to public agencies in the Bay Area for nearly 20 years. They <br /> assist in the delivery of major sports facilities for school districts and other agencies. <br /> Their proposed project manager is currently providing management assistance in <br /> Cupertino for parks projects. <br /> The Agreement before the Council is for pre-construction services. Until such time as a <br /> design is completed and the project scope is fully identified, it is not feasible to scope <br /> the work necessary to deliver the construction project. The work identified in this <br /> Agreement's scope provides assistance to City staff in identifying necessary studies and <br /> reports, specifically focusing on the sub-surface conditions of the playing field to identify <br />
