7.1.B. - Page 8 <br /> FULL FOA <br /> L Funding Opportunity Description <br /> A. Program Summary <br /> The FY 2014 PSGP is one of the Department's FY 2014 grant programs that directly <br /> support maritime transportation infrastructure security activities. PSGP is one tool in the <br /> comprehensive set of measures authorized by Congress and implemented by the <br /> Administration to strengthen the Nation's critical infrastructure against risks associated <br /> with potential terrorist attacks. <br /> B. Program Priorities <br /> The vast majority of U.S. maritime critical infrastructure is owned or operated by State, <br /> local and private sector maritime industry partners. PSGP funds available to these <br /> entities are intended to improve port-wide maritime security risk management; enhance <br /> maritime domain awareness; support maritime security training and exercises; and to <br /> maintain or reestablish maritime security mitigation protocols that support port recovery <br /> and resiliency capabilities. PSGP investments must address U.S. Coast Guard(USCG) <br /> identified vulnerabilities in port security and support the prevention, protection, response, <br /> and recovery from attacks involving improvised explosive devices (IED) and other non- <br /> conventional weapons. <br /> For additional information on program priorities and objectives for the FY 2014 PSGP, <br /> refer to Appendix B—PSGP Priorities. <br /> C. Program Objectives <br /> The FY 2014 PSGP plays an important role in the implementation of the National <br /> Preparedness System by supporting the building, sustainment, and delivery of core <br /> capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure <br /> and resilient Nation. Building core capabilities requires the combined effort of the whole <br /> community,rather than the exclusive effort of any single organization or level of <br /> government. The FY 2014 PSGP's allowable costs support efforts to build and sustain <br /> core capabilities across the Prevention, Protection, Mitigation, Response, and Recovery <br /> mission areas. <br /> Grantees under the FY 2014 PSGP are encouraged to build and sustain core capabilities <br /> through activities such as: <br /> • Strengthening governance integration; <br /> • Enhancing Maritime Domain Awareness (MDA); <br /> • Enhancing IED and Chemical, Biological, Radiological,Nuclear, Explosive <br /> (CBRNE)prevention, protection, response and supporting recovery capabilities <br /> within the maritime domain; <br /> • Enhancing cybersecurity capabilities; <br /> • Maritime security risk mitigation projects that support port resilience and recovery <br /> capabilities; <br /> 5 <br /> FY 2014 PSGP <br />
