Funding Information <br /> Pursuant to the Maritime Transportation Security Act of 2002, as amended (MTSA), DHS <br /> established a risk-based grant program to support maritime security risk management. <br /> Allocations to eligible applicants are listed in the table below. Funding is directed towards <br /> the implementation of Area Maritime Security Plans (AMSP) and Facility Security Plans <br /> (FSP) among port authorities, facility operators, and State and local government agencies that <br /> are required to provide port security services. In administering the grant program, national, <br /> economic, energy, and strategic defense concerns based upon the most current risk <br /> assessments available will be considered. <br /> By law, DHS must allocate PSGP funding based on risk. Accordingly, DHS has identified <br /> 146 critical Port Areas and based upon USCG recommendations, and has aggregated these <br /> Port Areas into 90 Port Funding Areas. See Appendix A—PSGP Allocations. <br /> A. Available Funding for the FOA <br /> $100,000,000. <br /> i. Port Area Group Designations <br /> For FY 2014, there are again two Port Area Group designations. Appendix A lists the <br /> specific Port Areas by Group that are eligible for funding through the FY 2014 PSGP and <br /> the competitive funding amount available within each Group. <br /> ii. Port Areas <br /> Seven Port Areas were selected as Group I(highest risk) and will be allocated 55 percent <br /> of total available funding. Each Group I Port Area will compete for the target funding <br /> allocation assigned to the group. The legacy Group II, III, designated in 2013 and prior <br /> years, and All Other Port Areas are combined into a single Port Grouping known as <br /> Group II,which will receive the remaining 45 percent of funds available. The amount of <br /> available funding for each group is based on the FY 2014 DHS risk analysis. <br /> iii. Port-Wide Risk Management Plans (PRMPs) <br /> Port Areas with existing PRMPs are encouraged to maintain their PRMPs and to use <br /> them to identify projects that will serve to address remaining maritime security <br /> vulnerabilities. These ports are also highly encouraged to develop a Business <br /> Continuity/Resumption of Trade Plan (BCRTP). For purposes of regional strategic and <br /> tactical planning, these plans must take into consideration all Port Areas covered by their <br /> AMSP. <br /> The PRMP and BCRTP must align with and support the Port Areas' AMSP, considering <br /> the entire port system strategically as a whole, and will identify a series of actions <br /> designed to effectively mitigate security risks associated with the system's maritime <br /> 6 <br /> FY 2014 PSGP <br />
