Turk <br /> • Kay Whiting Watanabe* <br /> BACKGROUND <br /> Appointments to Boards, Commissions and Committees (BCCs) are made annually or <br /> when vacancies occur. The expiration of terms is generally staggered within the Board, <br /> Commission or Committee. Terms usually expire either in May, June or July of each <br /> year. Every other year, non-election year, there are a large number of terms expiring <br /> within each of these BCCs. <br /> The City Council makes appointments to eight of the ten BCCs. The Planning <br /> Commission appoints members to the Architectural Advisory Committee and the <br /> Historic Resources Advisory Committee. The City Clerk's Office supports the City <br /> Council by running the recruitment process for City Council appointment and Planning <br /> Commission appointment. In addition, this office verifies applicants' eligibility under <br /> certain parameters established by City Charter, Council Ordinance or Council <br /> Resolution. <br /> ANALYSIS <br /> In the current calendar year, there are 28 vacancies to fill for various Boards, <br /> Commissions and Committee seats expiring either in May, June or July. One additional <br /> vacancy arose from a resignation in the Library Board. The recruitment process was <br /> bifurcated into two phases. Phase I addresses those seats which expired May 31, 2014 <br /> and Phase II will address seats expiring June 30 or July 31. Phase I recruitment was <br /> for 16 Council appointed seats as follows: Board of Building Review (two seats), Civic <br /> Cultural Commission (three seats), Housing and Human Concerns Committee (four <br /> seats), Parks, Recreation and Community Services Commission (four seats), and <br /> Senior Affairs Commission (three seats). Phase I recruitment also covered three seats <br /> for the Architectural Advisory Committee for Planning Commission appointment. <br /> Phase I recruitment ran between March 3 and March 31, 2014 with the following <br /> outreach to the community: news releases, Nextdoor and Tweeter feeds, ads in <br /> newspapers and local magazine, banners throughout town and fliers at City facilities. <br /> Mayor Gee recorded a video that was posted online and disseminated. He invited <br /> residents to apply and explained the important role these appointed positions have in <br /> the structure of municipal government. <br /> All incumbents as well as prior applicants, within the last two years, received a letter <br /> from the Mayor inviting them to reapply. The application document was available online <br /> and in hardcopy for the benefit of the applicant. A cover letter was required as part of <br /> the application process and email addresses were added to the reference list as per <br /> Mayor's preference. <br />
