7.1.B. - Page 15 <br /> • Projects that support development and sustainment of the core capabilities in the <br /> Goal and align to PSGP funding priorities identified in Appendix B—PSGP <br /> Priorities <br /> • Projects that address priorities outlined in the applicable AMSP, FSP, and Vessel <br /> Security Plan (VSP), as mandated under the MTSA or the Port-Wide Risk <br /> Mitigation Plans (PRMP) <br /> • Projects that address additional maritime security priorities based on the COTP's <br /> expertise and experience of the COTP within the specific Port Area <br /> • Projects that are eligible and feasible based on program priorities,Port Area plans <br /> and priorities, and available period of performance <br /> i. Initial Screening <br /> FEMA will conduct an initial review of all FY 2014 PSGP applications to verify <br /> applicant eligibility and to ensure each application is complete. All eligible and <br /> complete applications will be provided to the applicable COTP for further review. <br /> ii. Field Review <br /> Field-level reviews will be managed by the applicable COTP in coordination with the <br /> Gateway Directors of the U.S. Department of Transportation's (DOT)Maritime <br /> Administration (MARAD) and appropriate personnel from the AMSC, to include <br /> owner/operators of MTSA regulated facilities and vessels, as well as Federal, State, <br /> and local agencies, as identified by the COTP. <br /> AMSC members representing State and local agencies should coordinate the results <br /> with the applicable State Administrative Agency (SAA) and State Homeland Security <br /> Advisor(HSA) to support coordination and regionalization of proposed maritime <br /> security projects with State and urban area homeland security strategies, as well as <br /> other State and local security plans. <br /> Field reviews for all Groups occur immediately following the initial screening by <br /> FEMA. Each specific project is scored for compliance with criteria listed in <br /> Appendix B and the COTP/MARAD provides a prioritized list of eligible maritime <br /> security risk mitigation projects for funding within each Port Area. The COTP will <br /> use the COTP Field Review Form to review all projects. The Field Review Form is a <br /> score sheet used during the local review to show applicant eligibility and to rank and <br /> score projects' effectiveness in addressing the PSGP priorities. See Appendix A— <br /> PSGP Allocations,Appendix B—PSGP Priorities, and Appendix C —PSGP Funding <br /> Guidelines for additional details. <br /> After completing field reviews, COTPs will submit the project scores, any associated <br /> comments, and prioritized lists to FEMA in advance of the national review process. <br /> B. Application Selection Process <br /> Following the field review, a National Review Panel (NRP), comprised of subject matter <br /> experts drawn from DHS and DOT,will convene and conduct a national level review. <br /> The purpose of the National Review is to identify a final, prioritized list of eligible <br /> projects for funding. The NRP will conduct an initial review of the prioritized project <br /> 12 <br /> FY 2014 PSGP <br />
