7.1.B. - Page 29 <br /> Appendix A — FY 2014 PSGP Allocations <br /> Port Area Group Designations <br /> For FY 2014, there will continue to be two Port Area Group Designations,rather than the legacy <br /> four groupings in years prior to FY 2013. This appendix lists the specific Port Areas by Group <br /> that are eligible for funding through the FY 2014 PSGP and the competitive funding amount <br /> available within each Group. <br /> Port Areas <br /> Seven Port Areas were selected as Group I(highest risk) and will be allocated 55 percent of <br /> funding available. Each Group I Port Area will compete for the target funding allocation <br /> assigned to the group. The legacy Group II, III, and All Other Port Areas are combined into a <br /> single Port Group known as Group II, which will receive the remaining 45 percent of funds <br /> available. The amount of available funding for each group is based on the FY 2014 DHS risk <br /> analysis. <br /> Ineligible Entities <br /> The PSGP will not accept applications or IJs from an applicant or sub-applicant for the purpose <br /> of providing a service or product to an otherwise eligible entity. Applications will only be <br /> accepted for direct recipients, sub-recipients or consortia will not be considered for funding. <br /> Port-Wide Risk Management Planning for Legacy Group I and Group II Port Areas <br /> Group I and II Port Areas are encouraged to maintain their PRMPs and to use them to identify <br /> projects that will serve to address remaining maritime security vulnerabilities. These ports are <br /> also highly encouraged to develop a Business Continuity/Resumption of Trade Plan (BCRTP). <br /> For purposes of regional strategic and tactical planning, these plans must take into consideration <br /> all other Port Areas covered by their AMSP. <br /> The PRMP and BCRTP must align with and support the Port Areas' AMSP, considering the <br /> entire port system strategically as a whole, and will identify a series of actions designed to <br /> effectively mitigate security risks associated with the system's maritime critical infrastructure <br /> and key resources. <br /> All ports seeking PSGP funding that will ensure alignment with the programs and projects <br /> identified within a plan(s)noted above, which support the following priorities: <br /> • Expand the emphasis on port-wide partnerships, regional management of risk,port <br /> resilience/recovery, and business continuity/resumption of trade; <br /> • Expand the emphasis on regional maritime security risk management; <br /> • Prioritize port-wide security strategies and tactics that address maritime surface, <br /> underwater, and land-based threats; <br /> • Target maritime security risk-mitigation strategies and tactics to achieve sustainable port- <br /> wide security and business continuity/resumption of trade planning; <br /> • Provide the basis for aligning specific grant-funded security projects under this and future <br /> year PSGP awards within the requirements of the AMSP; and <br /> 26 <br /> Appendix A—FY 2014 PSGP Allocations <br />
