Part 104 <br /> • CBRNE agent detection,prevention, response, and recovery equipment <br /> • Restricted area protection (cipher locks,hardened doors, closed-circuit television <br /> (CCTV) for bridges and engineering spaces) <br /> • Interoperable communications equipment <br /> • Canines for explosives detection <br /> • Access control and TWIC standardized credentialing <br /> • Floating protective barriers <br /> 3. Cybersecurity. Vulnerability assessments are generally not funded under PSGP. However, <br /> considering the relative newness of Cybersecurity as a priority within the program and the <br /> need to develop and enhance the voluntary Cybersecurity Framework, vulnerability <br /> assessments may be funded as contracted costs. Personnel costs are not an allowable <br /> expense for these assessments. <br /> Where a vulnerability assessment has been completed either through contracts or qualified <br /> personnel to identify existing gaps and required mitigation efforts, mitigating projects may be <br /> funded that include purchase of equipment, software, and infrastructure designed to harden <br /> cybersecurity. For specific questions on conducting vulnerability assessments,please refer to <br /> your program analyst. <br /> 4. Port Resiliency and Recovery. FY 2014 PSGP funds may be used for the following <br /> resiliency and recovery activities with an emphasis in planning in support of one or more of <br /> the core capabilities in the Goal: <br /> • Development or Updating of Port-Wide Risk Mitigation Plans, to include the conduct of <br /> port security vulnerability assessments as necessary to support plan update/development <br /> • Ports that already have completed plans should pursue PSGP funds to address <br /> their identified risks and vulnerabilities, including any worthwhile projects that <br /> would help enable continuity of port operations and rapid recovery of the port <br /> following a major incident. <br /> • Ports that have not completed plans are highly encouraged to complete them and <br /> may apply for PSGP funding to facilitate that effort. <br /> • For specific questions on developing or updating a port-wide risk mitigation plan, <br /> please contact your program analyst. <br /> • Public education and outreach (such as the America's Waterways Watch or Transit <br /> Watch). Such activities should be coordinated with local Citizen Corps Council(s), and <br /> local Coast Guard Reserves and/or USCG Auxiliary <br /> • Public alert and warning systems and security education efforts in conjunction with <br /> America's Waterways Watch Program or similar public education or outreach programs <br /> addressing maritime security <br /> • Development and implementation of homeland security support programs and adoption <br /> of ongoing DHS national initiatives (including building or enhancing preventive <br /> radiological and nuclear detection programs)within the maritime transportation system <br /> realm <br /> 38 <br /> Appendix C—FY 2014 PSGP Funding Guidelines <br />
