7.1.B. - Page 42 <br /> • Development and enhancement of security plans and protocols within the AMSP, PRMP, <br /> and the BCRTP in support of maritime security planning and maritime security risk <br /> mitigation <br /> • Hiring of part-time temporary staff and contractors or consultants to assist with planning <br /> activities (not for the purpose of hiring public safety personnel) <br /> • Materials required to conduct the aforementioned planning activities <br /> • Travel and per diem related to the professional planning activities noted in this section <br /> • Other port-wide project planning activities which emphasize the ability to adapt to <br /> changing conditions and be prepared to withstand, and recover from, disruptions due to <br /> emergencies with prior approval from DHS <br /> 5. Training and Exercises <br /> Training <br /> Funding for personnel training will generally be limited to those courses that have been listed <br /> in the FEMA approved course catalog by the FEMA National Training and Education <br /> Division(NTED) or the MARAD. Approved courses are listed in the following catalogs <br /> maintained by NTED:NTED Course Catalog;Federal Sponsored Course Catalog; and the <br /> State-Sponsored Course Catalog. The catalogs may be viewed at <br /> http://www.firstrespondertraining.gov. MARAD maintains a list of approved courses that <br /> satisfy the specialized maritime security training requirements of Section 109 of the Maritime <br /> Transportation Security Act of 2002. These courses include Company Security Officer <br /> (CSO); Facility Security Officer(FSO); Maritime Security for Vessel Personnel with <br /> Specific Security Duties (VPSSD); Maritime Security for Facility Personnel with Specific <br /> Security Duties (FPSSD); Maritime Security Awareness (MSA), and; Maritime Security for <br /> Military, First Responder, and Law Enforcement Personnel (MSLEP). Additional <br /> information on the MARAD approved courses can be found at: <br /> http://www.marad.dot.gov/education landing page/mtsa course certification/mtsa.htm. <br /> Certain USCG approved port security training courses, such as boat operator courses, are <br /> allowed from approved vendors. <br /> Funding for other training courses may be permitted on a case-by-case basis depending on <br /> the specific maritime security risk mitigation training needs of the eligible PSGP <br /> applicant. In such case, the applicant will be required to explain in the IJ why none of the <br /> approved courses as mentioned above satisfy the identified training need and must submit <br /> detailed course information for review and consideration by the local field review team and <br /> the NRP. <br /> For additional information on training course review and approval requirements please refer <br /> to FEMA Grant Programs Directorate Policy FP 207-008-064-1,Review and Approval <br /> Requirements for Training Courses Funded Through Preparedness Grants, issued on <br /> September 9, 2013.
