7.1.B. - Page 48 <br /> Specific Guidance on Explosives Detection Canine Teams (EDCT) <br /> USCG has identified canine (K-9) explosive detection as the most effective solution for the <br /> detection of vehicle borne IEDs. When combined with the existing capability of a port or <br /> ferry security/police force, the added value provided through the addition of a canine team is <br /> significant. EDCTs are a proven,reliable resource to detect explosives and are a key <br /> component in a balanced counter-sabotage program. <br /> Eligibility for funding of EDCTs is restricted to: <br /> • U.S. Ferry Systems regulated under 33 C.F.R. Parts 101, 103, 104, and the passenger <br /> terminals these specific ferries service under 33 C.F.R. Part 105 <br /> • MTSA regulated facilities <br /> • Port authorities, port police and local law enforcement agencies that provide direct <br /> layered security for these U. S. Ferry Systems and MTSA regulated facilities and are <br /> defined in the AMSP, FSP, or VSP <br /> Applicants may apply for up to $300,000 ($150,000/year for two years)per award to support <br /> this endeavor. At the end of the grant period(24 months), grantees will be responsible for <br /> maintaining the heightened level of capability provided by the EDCT. <br /> EDCT Eligible Costs <br /> Funds for these EDCTs may not be used to fund drug detection and apprehension technique <br /> training. Only explosives detection training for EDCTs will be funded. The PSGP EDCT <br /> funds may only be used for new capabilities/programs and cannot be used to pay for existing <br /> capabilities/programs (e.g.,K-9 teams) already supported by the Port Area or system. <br /> Maintenance and sustainment of existing EDCT equipment is allowed. <br /> Eligible costs include: <br /> • Contracted K-9 and Handler providing services in accordance with PSGP guidance <br /> • Salary and fringe benefits of new full or part-time K-9 handler positions <br /> • Training and certifications (travel costs associated with training for full or part time <br /> agency handlers, and canines are allowable) <br /> • Equipment costs <br /> • Purchase and train a K-9 for CBRNE detection <br /> • K-9 maintenance costs (K-9 costs include but are not limited to: veterinary, housing, <br /> and feeding costs) <br /> Ineligible EDCT costs <br /> Ineligible costs include but are not limited to: <br /> • Hiring costs <br /> • Meals and incidentals associated with travel for initial certification <br /> • Vehicles used solely to transport canines <br /> 45 <br /> Appendix C—FY 2014 PSGP Funding Guidelines <br />
