7.1.B. - Page 47 <br /> address a specific vulnerability or need identified in AMSP or otherwise support the <br /> maintenance/sustainment of capabilities and equipment acquired through PSGP funding: <br /> • MDA Fusion Centers; or a specific component of a fusion center that supports MDA <br /> • IOCs for maritime security <br /> • Port Security Emergency Communications Centers <br /> • Buildings to house generators that support maritime security risk mitigation <br /> • Maritime security risk mitigation facilities (e.g., dock house,ramps, and docks for <br /> existing port security assets) <br /> • Hardened security fences/barriers at access points <br /> • Any other building or physical facility that enhances access control to the port/MTSA <br /> facility area <br /> • Certain areas throughout the Nation may require a barge that can be anchored or moored in <br /> certain areas to support maritime security risk mitigation activities (PSGP funding may be <br /> used to purchase and/or upgrade a barge to support a staging area for maritime/port security <br /> patrols or maritime security risk mitigation responses) <br /> To be considered eligible for funding, fusion centers, operations centers, and <br /> communications centers must offer a port-wide benefit and support information sharing and <br /> coordination of operations among regional interagency and other port security partners. <br /> Applicants are reminded that the period of performance for FY 2014 is limited to 24 months. <br /> Eligible costs for construction or renovation projects may not exceed the greater of <br /> $1,000,000 (including cost share)per project or such greater amount as may be approved by <br /> the Secretary,which may not exceed ten percent of the total amount of the award, as stated in <br /> 46 U.S.C. §§ § 70107(b)(2)(A) and(B) (Section 102 of the Maritime Transportation Security <br /> Act of 2002, Pub. L. 107-295,Nov. 25, 2002). <br /> Grant recipients are not permitted to use PSGP funds for construction projects that are <br /> eligible for funding under other Federal grant programs. PSGP funds may only be used for <br /> construction activities directly related to maritime security risk mitigation enhancements. <br /> When applying for construction funds, including communications towers, at the time of <br /> application, grantees must submit evidence of approved zoning ordinances, architectural <br /> plans, any other locally required planning permits, and a notice of Federal interest. <br /> Additionally, grantees are required to submit a SF-424C Budget and Budget detail citing the <br /> project costs. <br /> All construction projects require an EHP review. EHP review materials should be sent to <br /> gpdehpinfo@fema.gov. <br /> PSGP recipients using funds for construction projects must comply with the Davis-Bacon <br /> Act. Grant recipients must ensure that their contractors or subcontractors for construction <br /> projects pay workers employed directly at the work-site no less than the prevailing wages and <br /> fringe benefits paid on projects of a similar character.
