Access control equipment and systems <br /> 2. Detection and security surveillance equipment <br /> 3. Enhancement of Command and Control facilities <br /> A comprehensive listing of allowable equipment categories and types is found on the web- <br /> based Authorized Equipment List(AEL) on the Responder Knowledge Base (RKB) at: <br /> https://www.11is.dhs.gov/knowledgebase. <br /> Specific Guidance on Sonar Devices <br /> The four types of allowable sonar devices are: imaging sonar, scanning sonar, side scan <br /> sonar, and three - dimensional sonar. These types of sonar devices are intended to support <br /> the detection of underwater improvised explosive devices and enhance MDA. The eligible <br /> types of sonar, and short descriptions of their capabilities, are provided below: <br /> • Imaging sonar: A high-frequency sonar that produces "video-like" imagery using a <br /> narrow field of view. The sonar system can be pole-mounted over the side of a craft <br /> or hand-carried by a diver. <br /> • Scanning sonar: Consists of smaller sonar systems that can be mounted on tripods <br /> and lowered to the bottom of the waterway. Scanning sonar produces a panoramic <br /> view of the surrounding area and can cover up to 360 degrees. <br /> • Side scan sonar: Placed inside of a shell and towed behind a vessel. Side scan sonar <br /> produces strip-like images from both sides of the device. <br /> • 3-dimensional sonar: Produces 3-dimensional imagery of objects using an array <br /> receiver <br /> Other Allowable Costs: <br /> Maintenance and Sustainment <br /> The use of FEMA preparedness grant funds for maintenance contracts,warranties,repair or <br /> replacement costs,upgrades, and user fees are allowable under all active and future grant <br /> awards, unless otherwise noted. With the exception of maintenance plans purchased <br /> incidental to the original purchase of the equipment, the period covered by maintenance or <br /> warranty plan must not exceed the period of performance of the specific grant funds used to <br /> purchase the plan or warrant. Additional guidance is provided in FEMA Policy FP 205-402- <br /> 125-1,Maintenance Contracts and Warranty Coverage Funded by Preparedness Grants, <br /> located at: http://www.fema.gov/media-library/assets/documents/32474. <br /> Specific Guidance on Construction and Renovation Projects <br /> Grantees must obtain written approval from FEMA prior to the use of any PSGP funds for <br /> construction or renovation projects. Additionally, PSGP funding may not be used to <br /> construct buildings or other physical facilities that are not constructed under terms and <br /> conditions consistent with the requirements under section 611(j)(8) of the Robert T. Stafford <br /> Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121(j)(8)(1).
