Dr. Howard urged the Council to have <br /> courage, and cited Mayor Hartnett's inaugural comments stating that "our vision must <br /> extend beyond today." <br /> In response to Council questions, City Manager Everett and City Attorney Schricker <br /> advised that any money spent ITom Redevelopment Agency funds must be spent on the <br /> proposed plaza and landscaping. City Manager Everett advised that the Redevelopment <br /> Agency funds would come ITom general fund ending balance and $300,000 that had been <br /> set aside for the Fox Theatre. He assured the Council there would be no new debt ITom the <br /> construction of City Hall. <br /> Councilman Leipzig voiced his opposition to spending any additional City funds in <br /> excess of the original budget of$9.5 million stating those funds should be spent on streets, <br /> sidewalks, and projects in the Redwood Shores neighborhood. <br /> Councilman Claire discussed the history of proposals for a new City Hall. He stated that <br /> when the Utilities Users Tax was adopted the revenues were dedicated to constructing five <br /> new City buildings: new Fire Station, City Hall, Library, Police Facility and Community <br /> Activities Building. With the grand opening of the new Red Morton Center, four out of <br /> five projects have been completed and only the City Hall remains to be done. Councilman <br /> Claire stated he analyzed lease alternatives recommended to the Council and determined <br /> they were not cost effective. <br /> MIS: CLAIREIBUCHAN TO ACCEPT THE RECOMMENDATIONS OF THE <br /> COUNCIL FACILITIES COMMITTEE, WITH EXTENSIVE AND ENUMERATED <br /> AMENDMENTS. <br /> (THIS MOTION WAS LATER WITHDRAWN.) <br /> MINUTE ORDER NO. 95-019 <br /> Council Members expressed their appreciation to the Council Facilities Committee and <br /> their support or opposition to the various proposed cuts and redesigns.
