. " - -

Councilman Ruskin described how the loss of the brick resulted in a building with less
interest, texture and depth. He explained that the loss of the "layering" effect of the brick
'--- presented too much of a plain vertical look.
-------------------------------------------------------------------------------------------------------------------------
Mayor Hartnett declared a recess at 10:05 p.m.
Meeting reconvened at 10:11 p.m.
-------------------------------------------------------------------------------------------------------------------------
Mr. Haynes described the options and cost savings of moving the Council chamber to the
second level and moving the whole area in by 12 feet, or just moving the Council chamber
to the second floor and leaving the lobby intact.($122,000 and $62, 000 respectively.)
Mayor Hartnett called on those speakers in the audience who wished to address the
Council regarding this issue:
Ralph Nobles, 3720 Country Club Drive, Redwood City, asked Council not to change the
original design, to approve a quality City Hall that everyone could be proud of. He
advised Council not to use EIFS as it was a very poor building material.
Nita Spangler, 970 Edgewood, Redwood City, said it was very important for Redwood
City to have a quality City Hall, that it would be a long time before the City would build
another. She pointed out that the City Hall would be the hub of the civic center, and noted
'--- that Redwood City was not just a small, working town anymore, but a growing, full City
that needed a classy City Hall. She urged Council to go for a first class building.
Keith Bautista, 3010 Sterling Way, Redwood City, said a City Hall should not be an
office building, that it is the heart and soul of a city, the focal point of the City's culture.
He said that pride in a City Hall would translate into pride in the City. Mr. Bautista stated
that brick was a historical material with extremely high value and should be used to project
a strong image for Redwood City.
John Holt, 42 Iris Street, told Council to "get moving" and vote tonight to go forward
with a new City Hall, but not to acquire any more debt in the process. He said that he
supported the use of brick over EIFS.
Don Saye, 2021 Broadway, Redwood City, urged Council to vote for the original design.
He said Redwood City deserves the full image the original design would bring.
Cliff Keely, 766 Canyon Road, Redwood City, asked the Council not to cheapen the
design of the new City Hall.
Dr. Steve Howard, 907 Katherine, member of the Redwood City Architectural Review
'--- Committee, said that the proposed changes were unfortunate. He described how the
Committee required improved designs ITom the Main/Middlefield developers and asked if
Special Meeting Minutes MINUTE BOOK NO. 54
January 22, 1996 Page No. 031
Page 11
