STAFF REPORTS <br /> A. City Council Facilities Committee Recommendation on City Hall. <br /> REPORT: Planning Director, January 17, 1996 <br /> Planning Director Patterson introduced Steve Haynes and Bob Fisher of Fisher <br /> Friedman Architects, Ursula Miller of Rudolph and Sletten, Inc., and Redwood City <br /> Project Engineer Sharon Jones. <br /> Director Patterson described the Council's direction to its Facilities Committee to cut the <br /> cost of the proposed City Hall, and referred to its recommendations listed in the staff <br /> report. He noted the 13 proposed changes and the three major item changes: moving the <br /> Council chamber to the second level, removing a great deal of the brick exterior, and <br /> limiting the landscaping and site work. <br /> Councilmau Claire, member of the Facilities Committee with Chairperson Buchan and <br /> Councilwoman La Berge, summarized his involvement with the proposed City Hall <br /> project ITom its inception, and the actions of the Facilities Committee. He advised that his <br /> first choice would be to go forward with the original design. However, he agreed to some <br /> cost saving redesigns, but not all of the proposed cuts in the staff report. Councilman <br /> Claire stated he believed it was short sighted to alter the design that dramatically. <br /> Steve Haynes and Bob Fisher of Fisher Friedman Architects described the process and <br /> evaluated the changes that were offered to the Facilities Committee. They assured the <br /> Council that the cuts would not alter the City's goals for its City Hall. They used drawings <br /> to show before and after sketches of the proposed City Hall, focusing on moving the <br /> Council chamber to the second level and the expansion of a multi-purpose room below; <br /> what the outside would look like without the brick; what it would look like if the Council <br /> chamber area was moved in 12 feet; and what the limited landscaping and site work would <br /> do to the Jefferson view of the City Hall and resulting in the loss of the Main/Middlefield <br /> development/City Hall plaza. They discussed using a material called EIFS instead of brick <br /> and showed color photos of buildings having exteriors of that material. <br /> In response to numerous Council questions, Mr. Haynes and Mr. Fisher expanded on the <br /> proposed cuts describing pilasters, mullions, durability of proposed materials, textures, <br /> exterior window treatments, and where the brick would remain. <br /> MINUTE BOOK NO. 54 Special Meeting Minutes <br /> Page No. 030 January 22, 1996 <br /> Page 10 <br />
