She urged approval of prezoning to allow the project to go forward. <br /> Ralph Nobles, 3720 Country Club Drive, spoke in opposition to the proposed prezoning <br /> land use change, even though there were positive elements in the proposed development <br /> concept such as locating the Marine Institute at that location. Mr. Nobles stated the <br /> proposed project constituted an incompatible land use and would eventually force out <br /> current water dependent users. Mr. Nobles stated research and development parks could <br /> be located anywhere, but heavy industrial could not. Mr. Nobles said the traffic impacts <br /> could not be mitigated, especially at the Highway 101lWoodside intersection, and <br /> building more roads was the wrong way to approach the problem. Mr. Nobles added that <br /> the EIR was inadequate. <br /> Nita Spangler, 970 Edgewood, asked Council to follow the advice of the Planning staff <br /> and keep the property zoned consistent with Port Priority use. She asked Council to <br /> consider the long term needs of the Port, reminded Council that those proposed amenities <br /> would need maintenance, and asked who would pay for it. <br /> Bob Rutherford, Marine Institute, spoke in favor of the proposed prezoning, and <br /> referred to the proposal for the Institute's location in the baywater park.
