<br /> Councilman Claire stated he believed it would be an injustice not to hear all of the <br /> people who submitted speaker's cards and sat through the meeting waiting to speak at <br /> this meeting. He explained the unanimous rule to extend past 11 :00 p.m., and asked his <br /> colleagues, that in deference to the good citizens who came to speak to extend the <br /> meeting to 11:15 p.m. <br /> Councilman Leipzig stated that it was clear the Council was not going to reach a <br /> consensus and the matter would be brought to the February 12 Council meeting. He <br /> asked if the public hearing was to be continued open or closed. <br /> Mayor Hartnett advised that the Council could hear all of the speakers at this meeting <br /> and close the public hearing. He advised that if the public hearing was closed the people <br /> who would speak would be those who the Council asked to be present to answer <br /> questions. <br /> MOTION CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 96-023 <br /> ---------------------------______n______---------------------------------------------------------------- <br /> Guy Bennett, 420 Hillcrest Drive, advised he had no financial interest in any aspect of <br /> the project and as a Port Commissioner voted for all the Port leases that came before him. <br /> He stated that he is in sympathy with the Port Tenants Groups goal which is survival. <br /> Mr. Bennett stated that he believed that the two uses could be accommodated with the <br /> appropriate mitigation and CC&Rs in any development agreement that would be reached. <br /> Mr. Bennett urged Council to approve prezoning so the project could move forward. In <br /> response to comments regarding closed meetings of the Port Commission, Mr. Bennett <br /> described the public actions of the Commission and the notification process to Port <br /> Tenants of Port Commission meetings. Mr. Bennett spoke to the issue of Deepwater <br /> Sluice Island value, and advised that current dredging of the Port does not require <br /> mitigation, just a permit ITOm the Army Corps of Engineers. Mr. Bennett stated he <br /> believed the developer was sincere in their pledges of increased amenities and access for <br /> the people of Redwood City. <br /> Paul Shepherd, representing Cargill Salt, owner of one of the parcels included in the <br /> prezoning process and stated he supported the prezone. Mr. Shepherd commented on the <br /> changing nature of the industry, and advised that companies looking to relocate in the <br /> proposed new development would do their research and be well aware of the <br /> environmental conditions that existed. <br /> John Holt, 42 Iris, stated the proposed development was a retread of Levin's plan six <br /> years ago, and the City and Port did not approve it then and saw no reason to accept it <br /> now. Mr. Holt said that before any prezoning was approved a southern access should be <br /> built, another road in and out in case of an emergency.
