7.1.B. - Page 38
• Community Benefits
• Design focused standards versus height focus
He mentioned that he realized that the 17 Guiding Principles helped with moving
forward and he believes that the new principles need to be narrowed and defined as
they move forward. Lastly, the same Council Member believes that Redwood City
needs to stay focused on its own process and allow for a parallel process for private
development to move forward.
Another Council Member spoke about her experience of attending the Conference of
Mayors and met with cities like Santa Barbara with a similar population. She took this
project to the conference to get feedback as to what they would do with this project, and
the University of Houston sent a group of students to study it. They came up with a lot of
similar things like the Task Force did. She likes the themes of the Guiding Principles
and how they brought the differences of the Task Force members together. She
thanked Planning Commissioner Radcliffe for the photos of Crissey Field, which this
Council Member thought was intriguing. This Council Member also said that she really
likes each option, and she hopes we don't become parochial when we can broaden our
horizons. She believes this is a once in a lifetime opportunity to make a difference in the
community.
One other Council Member said that she believes that what Mr. Ekern presented are
correct options. She views the Inner Harbor area as a recreation destination area. For
the wetlands, she wants to assess both the bay and the creeks to understand what the
best use is for these. She has some serious concerns with the Jay Paul development
and how it relates to the industrial area, as well as the commercial and truck traffic. She
would like much more public use of shared private recreation areas. She would like to
maintain the concept of affordable housing and floating community and hopes for a
transition plan for those who are currently there. Also, this same Council Member would
like to take advantage of the opportunities for dredging.
Another Council Member concurred with the comments aforementioned, and asked
another Council Member about Open Space and if that includes the partnerships, and if
these were counted. The Council Member clarified that if it is open to the public then it
should be counted toward the Open Space. This same Council Member opined that it is
too early to shorten down the Guiding Principles. She said that she wants to ensure that
this is a transparent process for the community, even though it ultimately is the Planning
Commission and Council's decision. Therefore, she is comfortable with proceeding.
This Council Member also inquired if there is an interest for Council to open a
conversation with State Lands Commission regarding the issues that were brought forth
this evening. Mayor Gee interjected and asked if there were other questions as he was
not ready to pool the Council.
She responded that she wants to ensure that when it comes to open space, the Council
is the deciding body. She would like to know when it will happen and what the process
would be. Dr. Bell advised Mr. Ekern to talk about the normal process is for developing
the plan. Mr. Ekern said that first they will write the Project Description. Then, it will be
CITY COUNCIL May 12, 2014
MEETING MINUTES PAGE 16
