7.1.F. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 9, 2014 <br /> SUBJECT <br /> Professional Services Agreements with Dyett & Bhatia for two separate studies: a) <br /> Hillside Development Regulations and b) Planned Development (PD) Permit <br /> Regulations <br /> RECOMMENDATION <br /> 1. By motion, approve and authorize the City Manager to execute the professional <br /> services agreement with Dyett & Bhatia in the amount of $88,125 for the Hillside <br /> Development Regulations. <br /> 2. By motion, approve and authorize the City Manager to execute the professional <br /> services agreement with Dyett & Bhatia in the amount of $34,815 for the PD Permit <br /> Regulations. <br /> BACKGROUND <br /> Staff has solicited consultant proposals to address two areas of recent interest to <br /> Council and the community: <br /> Hillside Development (Sloping Lots) - The 2010 General Plan identifies Hillside <br /> Neighborhoods as a key neighborhood typology within Redwood City and has the <br /> following related goals and policies: <br /> Goal BE-8 - Preserve the scenic beauty and quality homes that define <br /> Hillside Neighborhoods <br /> Policy BE 8.3 Address oversized and out-of-scale residential <br /> development, including appropriate neighborhood building scale and <br /> compatibility. <br /> Recent development in the hillsides has been challenging due to a lack of clear <br /> standards and guidance on compatibility in these neighborhoods. The Hillside Study will <br /> consider both development regulations and design guidelines, in concert with a robust <br /> community engagement program, to determine the best method of preserving the <br /> character of Hillside Neighborhoods. <br /> Planned Development Permits —This study would help the City update and clarify the <br /> provisions for the Planned Development (PD) Permit. Potential improvements to be <br /> considered may include: providing more specific findings and criteria for approval, <br />
