7.1.F. - Page 2
reducing the number of projects that are eligible or require a PD permit, further
describing the benefits of the project, and clarifying the allowed deviations.
DISCUSSION
City staff sent out separate Requests for Proposals (RFPs) for each study to six firms
and received proposals from two. The City chose to interview Dyett & Bhatia and found
that their experience and expertise makes them highly qualified to conduct the proposed
studies. The firm has extensive experience with zoning and design regulations and is
highly regarded by other cities, with a reputation for completing work within prescribed
time and schedule limitations.
Schedule and Outreach —The schedule for the scope of work for the Hillside
Development study would conclude with Council action before the end of 2014. The
schedule also includes extensive public outreach, including a project website and social
media links, stakeholder interviews, community-wide open houses, and public hearings.
The schedule for the Planned Development Permit study also anticipates Council action
before the end of 2014. Public outreach would be focused more on stakeholder
interviews, with broader public input at Planning Commission hearings. Both studies
include mid-point check-ins with the Commission and City Council.
ALTERNATIVES
Council may choose not to approve the professional services agreement with Dyett &
Bhatia and direct staff to modify the scope of work or work with another consultant.
FISCAL IMPACT
The costs of the studies are proposed at:
• Hillside Development: $88,125
• Planned Development Permit: $34,815
• Total: $122,940
The contract amounts will be paid out of the Planning Professional Services fund.
ENVIRONMENTAL REVIEW
Approval of a professional services contract is not a project under CEQA.
l
DIANA O'DELL
SENIOR PLANNER
AARON AKNIN
DIRECTOR OF COMMUNITY DEVELOPMENT
