7.4.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager June 9, 2014 SUBJECT Temporary suspension of parking meter rates in downtown for July 4, 2014. Ordinance amending Article VII of Chapter 20 (the "Parking Ordinance") of the Code of the City of Redwood City for modifications to the suspension of meter rates for holidays and city festivals. RECOMMENDATION 1. By motion, (1) find that strict compliance with Division 4 of the Parking Ordinance (Municipal Code Chapter 20, Article VII) would not serve the public interest, and (2) approve the temporary suspension of parking meter rates in downtown on Friday, July 4th, 2014. 2. Waive first reading and introduce the Ordinance to amend the Parking Ordinance to reflect modifications to the suspension of meter rates for holidays and city festivals. BACKGROUND City Council may temporarily suspend parking meter rates according to the City Municipal Code Section 20.133: Sec. 20.133. PROVISIONS FOR TEMPORARY SUSPENSION OF METER RATES: The provisions of this Division may be suspended from time to time by motion of the City Council in any case where the Council finds that strict compliance would not serve the public interest, including but not limited to the use of public streets and sidewalks for celebrations, special public events, celebration of holiday seasons and any other such activity or purpose as the City Council in its sole discretion shall determine. No. 2329, § 1, 5- 12-08) The following staff report and proposed Council action serves a dual purpose: 1) to temporarily suspend parking meter rates in downtown Redwood City on July 4, 2014 and 2) to amend the Municipal Code to suspend parking meter rates in the future on standard holidays and city festivals without a separate Council action.
