7.4.A. - Page 2
ANALYSIS
On July 4, 2014, downtown Redwood City will be the site of a large parade and
celebration in honor of Independence Day. Due to the parade route and various
celebration-related events, much of downtown's metered on-street parking spaces will
be unavailable.
As allowed under the current ordinance, Staff is requesting the suspension of parking
meter rates on July 4, 2014 from 10:00 am through 6:00 pm on the following streets and
city-owned parking lots: 1) all streets bounded by Veterans Boulevard, Brewster
Avenue, El Camino Real, and Walnut Street, and 2) off-street parking lots: Perry Lot,
Winslow Lot, Main Street Lot, City Hall Lot, and Library Lots A, B and C.
In addition, Staff is recommending that the Municipal Code be amended to suspend
parking meter rates (people will not be charged) in the future for all standard holidays
and city festivals without a separate Council action. This ordinance amendment will
reduce staff time associated with seeking Council approval for each suspension. In
addition, the amended ordinance also allows for the Council to suspend parking meter
rates beyond the standard holidays and events by taking a separate action.
ALTERNATIVES
Council may choose to enforce parking meter rates in downtown on July 4, 2014 and/or
not amend the Parking Ordinance to codify the suspension of meter rates for holidays
and downtown festivals.
FISCAL IMPACT
The City will not receive an estimated $1,400.00 in revenue from the suspension of the
parking meter rates on Monday, July 4. Codifying the suspension of meter rates for
designated holidays and city festivals would result in the City not receiving an estimated
$15,500 in revenue (note that this amount is based on current parking meter rates).
Additionally, there are one-time costs associated with suspending meter rates — parking
signs, meter labels, parking guides and the Web site must be updated and digital
parking meters must be reprogrammed. Additional staff time will be required to prepare
a public announcement (e-blast or similar) and to address questions that may arise.
ENVIRONMENTAL REVIEW
Actions proposed in this report do not constitute a project as defined by the California
Environmental Quality Act.
CHRISTIAN HAMMACK
ASSISTANT ENGINEER II
AARON AKNIN
COMMUNITY DEVELOPMENT DIRECTOR
