7.4.A. - Page 2 <br /> ANALYSIS <br /> On July 4, 2014, downtown Redwood City will be the site of a large parade and <br /> celebration in honor of Independence Day. Due to the parade route and various <br /> celebration-related events, much of downtown's metered on-street parking spaces will <br /> be unavailable. <br /> As allowed under the current ordinance, Staff is requesting the suspension of parking <br /> meter rates on July 4, 2014 from 10:00 am through 6:00 pm on the following streets and <br /> city-owned parking lots: 1) all streets bounded by Veterans Boulevard, Brewster <br /> Avenue, El Camino Real, and Walnut Street, and 2) off-street parking lots: Perry Lot, <br /> Winslow Lot, Main Street Lot, City Hall Lot, and Library Lots A, B and C. <br /> In addition, Staff is recommending that the Municipal Code be amended to suspend <br /> parking meter rates (people will not be charged) in the future for all standard holidays <br /> and city festivals without a separate Council action. This ordinance amendment will <br /> reduce staff time associated with seeking Council approval for each suspension. In <br /> addition, the amended ordinance also allows for the Council to suspend parking meter <br /> rates beyond the standard holidays and events by taking a separate action. <br /> ALTERNATIVES <br /> Council may choose to enforce parking meter rates in downtown on July 4, 2014 and/or <br /> not amend the Parking Ordinance to codify the suspension of meter rates for holidays <br /> and downtown festivals. <br /> FISCAL IMPACT <br /> The City will not receive an estimated $1,400.00 in revenue from the suspension of the <br /> parking meter rates on Monday, July 4. Codifying the suspension of meter rates for <br /> designated holidays and city festivals would result in the City not receiving an estimated <br /> $15,500 in revenue (note that this amount is based on current parking meter rates). <br /> Additionally, there are one-time costs associated with suspending meter rates — parking <br /> signs, meter labels, parking guides and the Web site must be updated and digital <br /> parking meters must be reprogrammed.
