7.5.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 9, 2014 <br /> SUBJECT <br /> Ordinance amending Article VII of Chapter 20 (the "Parking Ordinance") of the Code of <br /> the City of Redwood City to implement various modifications to the parking program and <br /> Resolution establishing off-street meter rates and permit procedures <br /> RECOMMENDATION <br /> 1. Waive second reading and adopt Ordinance to amend various sections of the <br /> Parking Ordinance to reflect the following modifications: <br /> • Establish two on-street parking meter zones, set the hourly meter rate and clarify <br /> procedures and criteria for adjusting the hourly meter rate, and <br /> • Establish that off-street parking meter rates and permit fees shall be set by <br /> resolution of the City Council and authorize the City Manager to manage and <br /> operate all off-street public parking facilities, including issuance of parking <br /> perm its. <br /> 2. Adopt Resolution establishing off-street meter rates and permit procedures. <br /> BACKGROUND <br /> City Council introduced the Ordinance at its April 28, 2014 meeting and the proposed <br /> ordinance requires that off-street meter rates and permit procedures be set by the City <br /> Council via resolution. <br /> ANALYSIS <br /> Upon passage and adoption, the Ordinance will go into effect in 30 days. <br /> The following updates are provided in response to Council suggestions and <br /> recommendations from the April 28th meeting: <br /> • Marshall Street Garage permits <br /> o Entry gates have been and continue to be programmed to only allow entry <br /> during eligible hours of the parking permits (key cards) <br /> o Programming on the exit gates has been updated to only allow exits during a <br /> permit's eligible hours <br /> o A permit holder attempting to exit after their permit hours will be required to <br /> call for assistance from a parking attendant <br /> o Parking attendants will track permit numbers that require after-hours exits, <br /> after 3 such requests, the permit holder will be requested to: <br /> • exit the facility during permit hours and reenter by pulling a parking ticket, <br /> or <br /> • upgrade their permit. <br />
