9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 9, 2014 <br /> SUBJECT <br /> Resolution of Intent to Establish a Community Benefit Improvement District in <br /> Downtown Redwood City, a Motion Authorizing the City Manager to Sign the City- <br /> owned Property Petitions in Support of the Community Benefit Improvement District, <br /> and Motion Authorizing the City Manager to Vote Yes on the CBID once the City's <br /> property ballots are received. <br /> RECOMMENDATION <br /> 1. Approve the Resolution of Intent which instructs the City Clerk to mail out ballots <br /> to every affected property owner; <br /> 2. Approve the associated Management Plan and Engineer's Report; <br /> 3. Make a motion authorizing the City Manager to sign the City-owned property <br /> petitions in support of the CBID; and <br /> 4. Make a motion authorizing the City Manager to Vote Yes on the CBID once the <br /> City's property ballots are received. <br /> BACKGROUND <br /> The City of Redwood City, through the former Redevelopment Agency, made significant <br /> capital investments, exceeding $64 million dollars in aggregate in Downtown Redwood <br /> City and funded on-going services above and beyond basic City services. Major capital <br /> improvement projects included the creation of Courthouse Square, (including a new <br /> public plaza, a new 20-screen movie theater, a parking garage, beautiful streetscaping, <br /> and space for shops and restaurants), Downtown Season Banners and Decorations, <br /> Gateway and Directional Signs, as well as other planning activities. The Redevelopment <br /> Agency also provided on-going support to the Downtown in numerous ways including <br /> marketing and events, maintenance, security and financial assistance to businesses for <br /> facade improvements. The elimination of redevelopment by the State impacted the <br /> City's ability to continue to fund enhanced services in the Downtown. <br /> Currently, the City provides over $2.5 million annually in support for street system <br /> maintenance, parking facility operations, police services, and other personnel to fulfill <br /> general service obligations. The City has and intends to continue to provide this service <br /> at the baseline level, but understands that the community desires enhanced services to <br /> meet the growing needs of the community and to take Downtown Redwood City to the <br /> next level by making it the premiere downtown on the Peninsula.
