9.A. - Page 2 <br /> July 2013, the City retained New City America, Inc. to assist property and business <br /> owners in the establishment of a benefit district to fund enhanced services. <br /> New City America distributed a survey to all downtown property owners to determine <br /> their conceptual support for a benefit district and worked with a Property Owner <br /> Steering Committee to determine if there was sufficient support to move forward with <br /> the process. At the March 17, 2014 Steering Committee meeting, the committee <br /> recommended the City proceed and develop a Management Plan for a new Downtown <br /> Community Benefit Improvement District and also an Engineer's Report was developed <br /> to support the management plan (See Attachments 2 and 3). Concurrent with these <br /> activities, a petition drive of property owners within the district was conducted. The <br /> details surrounding the petition process is found under the section Petitioning and <br /> Balloting on page 3 of this staff report. <br /> ANALYSIS <br /> New City America worked with the Steering Committee on the creation of a <br /> Management Plan that outlines the levels of service to be provided, the cost of the <br /> various services and a methodology to assess the costs to the benefiting parcels. The <br /> Steering Committee approved of the projected CBID budget and related levels of <br /> service at their March 17, 2014 meeting. Their recommendations are incorporated in <br /> the final management plan at this time. <br /> Highlights of the Management Plan services and breakdown of the FY 2014-15 budget <br /> of $795,781 follows: <br /> Sidewalk Operations and Beautification $423,000 <br /> Regular sidewalk and gutter sweeping <br /> Regular sidewalk steam cleaning <br /> Enhanced trash emptying <br /> Installation and maintenance of hanging plants, planting flowers throughout the <br /> district <br /> Dog waste receptacles adjacent to apartment buildings and condos <br /> Possible video surveillance and monitoring, safety programs; <br /> Other programs that provide special benefits in the sidewalks of the CBID <br /> Page 2 of 6 <br />
