7.1.B. - Page 12 <br /> Tanya Gulesserian, on behalf of J&S Management, appreciated the City's report. They <br /> have been doing what they can to alleviate the parking problem for the tenants and <br /> educate the tenants. She thanked staff for getting a bicycle rack at their building and <br /> seen an increase of the use of the bicycle rack. Ms. Gulesserian reviewed the staff <br /> report and had the following recommendations: 1. Seek clarification that there will be a <br /> permit parking program, 2. Clarification on the Marshall Street Garage, that there will be <br /> a continuation of the offer for at least 300 permits, and 3. After the initial change this <br /> evening, recommend staff provide a report on how it's going in three months to see if <br /> the rates are working. She said that the basis of the three recommendations is that <br /> they determined that average number of parking permits is 265 on a monthly basis, and <br /> that only 540 permits are issued. Thus, the garage is over capacity. <br /> Steve Penna said that the report is conducive to the goals that the City is trying to <br /> achieve. He recommended to Council to have more than one resident serve on the <br /> committee, and he opined the report does not go far enough in regards to the <br /> monitoring and the limitations of the parking hours. He suggested keeping the hourly <br /> parking rolling for a two to three hour limit, and he believes this will benefit merchants. <br /> Adina Levin, with Friends of Caltrain, said that her organization is following this issue <br /> closely - parking and transportation through the entire El Camino corridor. She said that <br /> as a user, she supports the idea of raising the rates in the core area and decreasing the <br /> rates further out and having signs showing that. Her organization is looking at the <br /> parking policies and the new structure that will cost $15 to $20 million dollars. In that <br /> regard, she mentioned that the cities of San Mateo and Palo Alto are facing the same <br /> need for the downtown area to reduce the number of people that drive and park and <br /> looking at parking structures. She encouraged Council to look at the Transportation <br /> Demand Management (TDM) information in the cities of San Jose and Mountain View, <br /> for these provide robust programs in her opinion. She also suggested Council look at <br /> the cities of San Mateo and Boulder, Colorado that use parking revenue to reduce <br /> parking rates. <br /> The Mayor gave a summation of what was said for this agenda item. He mentioned that <br /> there is an interest from the City Council to: review other cities like Walnut Creek (and <br /> how they get their private partners to make available their land for public parking); have <br /> a discussion of quantity for handicap parking; grab and go spaces concept; the rolling of <br /> the parking; there is a desire for increase bike parking; survey of permit holders; and <br /> measure feedback to monitor whether the program is working or not. Mayor Gee <br /> commented on the casino buses and that the City Manager and the Chief of Police are <br /> monitoring the parking situation. <br /> Mayor Gee reiterated what one of the Council Members said earlier that the downtown <br /> did not happen overnight. It has progressed, stopped and now evolved with a <br /> Renaissance. He believes the parking program has to evolve with the downtown. The <br /> days of coming to downtown and parking in front of a restaurant are gone. He believes <br /> that the easiest people to change are the visitors but it is hard to get our residents and <br /> businesses to change. He advocated working together to change the culture.
