Suggested City Council Budget Guidelines for the Preparation of the Fiscal Year 1996/97
Budget (501)
REPORT: City Manager, February 26, 1996
City Manager Everett presented the Staff Report and asked Council to provide direction
to staff on the proposed guidelines. The Report listed expenditure and revenue guidelines
and included previous Councils' budget guidelines. City Manager Everett said that in
'--- mid-March a meeting of the Council Public Safety Committee was scheduled to consider
the remaining options for a Fire Station in Redwood Shores. The Committee would make
a recommendation to the full Council some time after mid-March. City Manager Everett
asked Council Members to direct staff to the items, priorities and policies they wished
included and/or omitted ITom the budget.
Mayor Hartnett stated that the Council expected a balanced budget without spending
down or transferring funds out of the City's Reserves, and City Manager Everett
concurred.
Councilman Leipzig said he had no problems with the Expenditure guidelines, but did not
want staff to look into Revenue guidelines A), B), and C) (NPDES fees, UBC fees and
parking rates and fines respectively.)
Councilwoman Buchan said she had no problems with the Expenditure and Revenue
guidelines, but would look at what the staff brought back very carefully before she made a
decision. Councilwoman Buchan said the Council Public Safety Committee would bring a
recommendation back to the full Council regarding a Fire Station in Redwood Shores and
"should the Council decide to move ahead in some form, that would all be folded into the
budget process."
- MINUTE BOOK NO. 54
Page No. 101
Regular Meeting Minutes
February 26, 1996
Page 13
