B) Uniform Building Code Fees. Mayor Hartnett said he didn't know how far away
ITom the County average Redwood City's fee structure was, but he didn't want to
spend a whole lot of time on it unless the City was far under the average and selling
itself "too cheap." Then the City might need to increase fees to a reasonable level. If
it was a marginal difference, Mayor Hartnett told staff not to worry about it.
C) Parking rates and fees. Mayor Hartnett said he would support reviewing fines, but
would not support reviewing parking rates.
D) General Fund Transfers into the c.I.P. Mayor Hartnett said it was his guess that
the City's capital improvement needs would remain high for a while. "We need to
know what the impact would be" and how it would affect the Council priorities. "I'm
most likely not interested in reducing" general fund transfers.
Mayor Hartnett asked staff to overlay the Council's established priorities on the proposed
Expenditure and Revenue guidelines and resubmit it to the Council before giving it to staff
to use to shape their budgets.
MEMO 2/27/96
-_n_n_--__n___-__n---___n________n_n_n__n_______n_n_n_-______n_n__---n----_____nn_____n_-___nn__--_---
At ¡0:57p.m. MIS: RUSKINILABERGE TO EXTEND THE MEETING TO 11:05 P.M.
CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 96-045
-__n___nn_nn_n_nn_n___---__n_n_n--__n_n_n____------_n-n_______n_-_n_nn____----nn_nnn_----_n_n-
Councilman Ruskin said what "we would like to see is those key priorities dovetailed
into the (guidelines)....so we understand the relationship between the priorities" and the
Expenditure and Revenue guidelines. Councilman Ruskin said the guidelines were very
helpful but it was difficult to check back and forth between the guidelines and the
priorities. The Council needed them integrated to be able to clearly see the impacts.
City Manager Everett described specific guidelines and how they conformed to the
Council's priorities, and agreed to write those priorities into the guidelines.
MEMO 2/28/96
Vice Mayor Howard suggested the Council review the matter of parking meters in the
downtown area. City Manager Everett briefly touched upon the Parking Fund which
includes the meters and the parking garage, and expressed his concerns regarding future
parking space revenues after Kaiser opens its parking garage and whether the Fund can
remain in balance considering its debt service.
MINUTE BOOK NO. 54
Page No. 104
Regular Meeting Minutes
February 26, 1996
Page 16
