Councilman Leipzig said the City should act quickly in this situation and vigorously
enforce City codes "before we have a dangerous situation." He said absentee landowners
were destroying the neighborhoods and both the owners and tenants were responsible for
the unacceptable conditions. Councilman Leipzig said the City should "throw the book at
them" before facilitating this matter with the PCRC.
Councilwoman Buchan stated Mr. Schroeder had been very patient and had brought this
issue to the Friendly Acres Homeowners Association. She advised that the City was in
the process of assembling a "Strike Team."
City Manager Everett further described all the departments involved in the Strike Team
(Police, City Attorney, Code Enforcement, etc.) and advised they would come down hard
on violators.
Mayor Hartnett said the Council could not take action at this meeting as the item was
not on the posted Agenda, but was encouraged to hear the City was involved and taking
action. Mayor Hartnett said the Council was extremely concerned about this situation,
and asked the City Manager to keep the Council updated.
(100) MEMO 2/27/96
C. Nitza Derfner, 860 Hobart Street, Menlo Park, spoke to the Council on her right to hold
a banner aloft and her rights as a citizen. Mayor Hartnett said, although Ms. Derfner's
specific issues were unknown to the Council and the Council would not respond to her
requests in any manner, her appearance before the Council would be duly noted.
D. AI Steinfeld, 1232 Carson Street, Redwood City, advised he had brought the matter of
overflowing sewer systems and rainwater in the sewer system on Carson Street to the
City's attention last year. He said he had been contacted by Public Works Services once
last June, but has not heard ITom anyone since that time.
City Manager Everett stated he would have Public Works Services follow-up on this
matter and report back to Council.
(100) MEMO 2/27/96
E. Joe Staudt, 2611 Broadway, Redwood City, told the Council that the cables strung
across Broadway to display banners were not strong enough to hold the huge banners
being displayed. Mr. Staudt said that last week one cable pulled its anchor bolt out and
the cable wire was hanging down into the middle of the street. One end of a cable is
attached to Mr. Staudt's building and he reminded Council the cables were originally
installed to handle Christmas lights, not heavy banners. He asked that the City stop
issuing permits for banners across Broadway. Mr. Staudt said it was a safety issue.
MINUTE BOOK NO. 54
Page No. 090 Regular Meeting Minutes
February 26, 1996
Page 2
